Classification Description Summary

SUMMARY: Under direction, the Neighborhood Coordinator performs a variety of duties related to the development, planning, implementation, coordination, and monitoring of neighborhood improvement programs and activities within the City of Reno. The position is responsible for enhancing and revitalizing neighborhoods by developing and implementing neighborhood initiatives and supporting projects related to housing and neighborhood development. This role involves coordinating assigned activities with other departments, outside agencies, and general public, as well as providing assistance to residents through neighborhood improvement events and offering resources and education, primarily to low-moderate income households. In addition, this position provides oversite of specialty grant applications, implementation, and reports.

Distinguishing Characteristics: The Neighborhood Coordinator is responsible for the development and implementation of assigned areas. Incumbents at this level independently perform difficult and complex duties.

Supervision Received and Exercised: Work may be reviewed upon completion to ensure compliance with local and federal regulations. Direction is provided at the departmental level.

Essential Functions

ESSENTIAL FUNCTIONS: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

  • Develop, design, implement, and coordinate strategic neighborhood improvement programs and initiatives for low to moderate-income households of the City of Reno.

  • Serve as the primary contact and liaison for the assigned functions and programs related to neighborhood development and improvement programs.

  • Participate in the development and implementation of goals, objectives, policies, and priorities for housing and neighborhood development department; ensure compliance with all local and federal regulations.

  • Coordinate and administer the daily activities related to neighborhood improvement initiatives, beautification projects, and property code compliance education for community members in need of support and guidance.

  • Monitor neighborhood improvement program effectiveness and performance; recommend and implement modifications to systems and procedures; maintain accurate activities calendar, and various reports concerning new or ongoing program activities and assigned areas.

  • Coordinate assigned services and program/project activities with those of other City programs, functions, departments and staff, boards, committees, and task forces as well as external agencies, groups, and the general public to ensure effective cooperation consistent with optimal efficiency, effectiveness, and economy; coordinate data, resources, and work products as necessary and upon request in support of a productive and positive working environment; participate in representing the assigned area to public and private groups, organizations, and other City groups

  • Plan, direct, coordinate, and review assigned activities and operations of the department including assigned administrative support, technical, and/or programmatic service areas; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems; recommend improvements in workflow, procedures, and use of equipment and forms; implement improvements as approved.

  • Participate in the development of grant applications, compliance checks, and reports for funds through the U.S. Department of Housing and Urban Development (HUD), Bloomberg’s Center for Public Innovation at Johns Hopkins, and other organizations.

  • Assist with compliance monitoring of federal and other grant programs such as the Community Development Block Grant (CDBG).

  • Assist with the budget development process and budget monitoring activities; provide assistance in the development of assigned budget; collect and analyze financial data; review and analyze budget requests and budget changes; make recommendations and obtain final approval for changes; create data tracking and reporting systems; monitor monthly status.

  • Prepare staff reports to the City Council regarding the City of Reno’s neighborhood improvement initiatives; participate in various issues related to the City of Reno’s housing and neighborhood development programs.

  • Address neighborhood blight through the expansion of cleanup programs and resident education on City property maintenance codes, safety measures, proper waste disposal, resourcefulness, and relevant City programs.

  • Build and maintain a list of volunteers and partnering organizations to ensure neighborhood improvement programs have adequate support to run smoothly.

  • Provide assistance in resolving operational and administration problems; identify problem areas and issues; conduct research to find alternative solutions; make recommendations; assist in implementation of recommendations.

  • Perform other duties as assigned.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Combinations of education and experience that are equivalent to the following minimum qualifications are acceptable.

Education and Experience:

Completion of a high school diploma or equivalent, supplemented by a minimum of two (2) years “or 48 credits” of college level course work in housing, social work, human services, public health/safety, or a related field.

Two years of experience in the area of community outreach, housing, human services, public administration, public health/safety, or other related programs.

Required Licenses or Certifications:

  • Must possess a valid driver's license or otherwise demonstrate the ability to independently get to and from multiple work locations as required.

Ability to:

  • Analyze problems within City of Reno neighborhoods, identify solutions, project consequences of proposed actions and implement through neighborhood improvement initiatives.

  • Coordinate and participate in the operations of neighborhood improvement programs, including community cleanups and other citizen-led projects.

  • Foster community engagement and development within low to moderate-income neighborhoods.

  • Partner with other City departments, such as code enforcement, to educate residents and address code violations related to neighborhood blight.

  • Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.

  • Attend and present at City Neighborhood Advisory Board meetings.

  • Exercise independent judgement and personal initiative.

  • Understand, interpret, and apply administrative and departmental policies and procedures as well as pertinent laws, regulations, and ordinances.

Physical Demands and Working Environment:

  • Work is performed in both indoor and outdoor environments; travel from site to site; occasional exposure to outside weather conditions; extensive public contact.

  • Primary functions require sufficient physical ability and mobility to work in an indoor and outdoor setting; to walk, stand, or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate assigned vehicles; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
