Classification Description Summary

SUMMARY: The Comptroller plans, organizes and administers comprehensive financial management and accounting programs for City and oversees, directs, manages, and coordinates the activities and operations of the assigned area within the Finance Department including accounting and finance services, and assurance of security and proper use of funds; coordinates assigned activities with other divisions, departments, and outside agencies; and provides highly responsible and complex administrative support to the department leadership.

Distinguishing Characteristics: The Comptroller oversees and participates in the highly complex accounting functions of the City, and oversight to ensure compliance with all federal, state, and local regulations and laws related to financial management and expenditures.

Supervision Received and Exercised: The work requires extensive experience and knowledge to support the roles and responsibilities of the incumbent, including supervision of others and accountability for the actions of the Department.

Essential Functions

Essential duties and responsibilities may include, but are not limited to, the following:

  • Manages, coordinates, and reviews the work of assigned staff; assigns work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.

  • Coaches, trains, and motivates staff; coordinates and/or provides staff training; manages the employment and hiring process and employee relations for assigned area; manages the workflow and prioritization of assigned projects and takes appropriate corrective action when necessary; provides advice and counsel to staff; develops or assists with developmental work plans for staff; and makes recommendations and/or implements corrective actions, discipline and termination procedures as appropriate/necessary or as directed.

  • Manages, administers, maintains, and oversees assigned budgets including making recommendations to the annual budget; monitors expenditures and identifies needs; reviews and approves reports, purchases, and payments according to established policies and practices; and makes recommendations and forecasts for future funds needed for staffing, equipment, materials, and supplies.

  • Conducts analytical activities to monitor and control spending to achieve budgetary objectives in accordance with policy. Plans and assigns work and resolves major fiscal recording keeping problems.

  • Provides operational leadership to assure standards are met for productivity, efficiency, continuous quality improvement, customer satisfaction and teamwork; performs work within scope of authority and training, and in compliance with policies and quality standards; monitors assigned operations and assures compliance with federal, state, and local regulations and policies; interprets policies and procedures and assures the consistent application of rules and regulations; serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; and incorporates new developments as appropriate and assigned.

  • Assumes management responsibility for the services and activities of the assigned area within the Finance Department including preparation of the Annual Comprehensive Financial Report including charts, graphs, and statistical data; coordination of external audits, payroll functions, and other operations and functional areas as assigned; oversees the conduct of reports, finding alternatives and recommendations, and reports all findings to the assigned area and maintains official records.

  • Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures.

  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service, and staffing levels to develop work teams.

  • Manages the City's external auditing functions; prepares requests for proposals and to select a qualified auditing firm; provides assistance to contracted staff during auditing processes; oversees the preparation of final reports.

  • Oversees and analyzes accounting reports for specified funds; determines overall accuracy of data presented; ensures compliance with legal and financial reporting guidelines and regulations; make recommendations as needed to direct the maintenance of accurate records and files.

  • Participates in a variety of special projects and financial analyses; conducts fiscal analysis, research, and documentation; prepares reports on findings as appropriate.

  • Maintains and monitors all project accounting records including the general ledger; makes revisions and corrections as necessary; reviews and/or prepares staff and financial reports.

  • Manages and prepares all City and Redevelopment Agency debt issuance required reports including economic development bonds; may assist with the development and preparation of bond issues.

  • Serves as liaison for the assigned area with other divisions, departments, and outside agencies; negotiates and resolves sensitive and controversial issues.

  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.

  • Performs other duties as required.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Combinations of education and experience that are equivalent to the following minimum qualifications are acceptable.

Education and Experience:

Bachelor's Degree in Public Administration, Business Administration, Accounting or a closely related field; six years of finance administration experience including some experience in the public sector and two years of administrative or supervisory responsibility.

Required Licenses or Certifications:

  • Must possess a valid driver's license or otherwise demonstrate the ability to independently get to and from multiple work locations as required.

  • Possession of; or have met all requirements to obtain a certificate as a Certified Public Accountant (CPA).

COMPETENCIES:

These are reflective of the KSAs an individual would possess at the full-functioning level.

Knowledge of:

  • General knowledge of governmental accounting and budgetary policy and procedures.

  • Operational characteristics, services, and activities of a municipal accounting program.

  • Principles and practices of program development and administration.

  • Principles and practices of public agency financial management including general and governmental accounting, budgeting, auditing, and reporting functions as well as Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS).

  • Principles and practices of automated financial systems.

  • Principles and practices of revenue collection and monitoring.

  • Methods and techniques of fund investing and debt administration.

Ability to:

  • Oversee and participate in the management of a comprehensive municipal accounting program.

  • Select, supervise, train, and evaluate staff and oversee, direct, and coordinate their work.

  • Participate in the development and administration of division goals, objectives, and procedures.

  • Manage the City's external auditing functions.

  • Participate in a variety of special projects and fiscal analyses.

  • Examine and verify financial documents, reports, and transactions.

  • Maintain and prepare a variety of budgets, financial statements, reports, and analyses.

  • Prepare clear and concise administrative and financial reports.

  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.

  • Research, analyze, and evaluate new service delivery methods and techniques.

  • Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.

  • Understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations.

  • Implement policy and procedural changes as required.

  • Work cooperatively with other departments, City officials, and outside agencies.

  • Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in the area of responsibility.

  • Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.

Physical Demands and Working Environment:

  • Work is performed primarily in a standard office setting.

  • Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
