How you will make an impact
You'll manage the capital projects critical to the success of the electrical Transmission system in Vermont.
The Project Manager- Substation Program will manage the successful execution of projects in accordance with the project scope, schedule and budget. Plan, budget, document, oversee and lead various projects from conception through completion. Represent the company in the interaction with stakeholders, including state and federal regulatory staff, members of the public, landowners, and distribution utility staff. Provide reports to management, as well as the VELCO Board of Directors on the status of project efforts.
Responsibilities
Lead project planning sessions.
Coordinate internal and external resources.
Manage project progress and adapt work as required.
Ensure projects meet deadlines.
Manage project costs according to budgets.
Manage relationships with stakeholders.
Manage the development of bidding documents including Requests for Proposals, evaluations and internal Challenge Board requests.
Develop, sign off and oversee contracts for both materials and services.
Develop outage schedules when necessary.
Monitor the performance of staff and contractors to ensure the successful performance of work in accordance with project plans and company requirements.
Develop work plans and schedules to effectively manage resources necessary for the execution of projects.
Develop annual capital budgets and update quarterly forecasts for all assigned projects.
Provide written and oral testimony during the application and formal proceedings necessary to receive a Certificate of Public Good under VT Section 248.
Develop commissioning plans and execution according to established processes.
Participate on strategic teams in alignment with company core behaviors.
Actively support the company's strategic initiatives in support of the company's mission and vision.
Who you are
We will be filling this role at the Associate level, experienced level or Senior level.
Associate/Junior Project Manager level- Entry-level project manager. Expectations are that individuals at this level will be learning the technical, managerial and financial aspects of project management as well as the processes, tools and physical attributes in one or more of VELCO's capital programs (Substation, Transmission Lines, Information Technology, or Telecommunications) and completing project management assignments under direct supervision.
Qualifications include an Associates of Science degree in Engineering, Information Technology, Project Management or Business Management. The average time at this level will typically be 2-4 years based on the ability of the individual to earn a Bachelor of Science Degree in Engineering, Information Technology, Project Management or Business Management and become self-sufficient in managing project assignments with decreasing management oversight.
Mid-Career (Experienced) Project Manager level- The individual will understand the basic principles of project management and have knowledge and experience in relevant industry practice in their specific Program of expertise (Substations).
Qualifications include a Bachelor of Science degree in Engineering, Information Technology, Project Management or Business Management*, and a minimum of two (2) to four (4) years' experience in project Management, project controls or other relevant field.
Senior Project Manager level- This level is for accomplished project managers with typically more than 7 years of experience, and recognizes the talent and skills of an experienced project manager. The individual is capable of making competent project management and leadership recommendations and decisions managing complex, technical projects with a minimum level of oversight. They also provide assistance to and mentor less experienced project managers. Expertise in a particular capital Program (Substations) is evident in this classification. It is typical for an individual to be in this job classification for the majority of their career.
Qualifications include a Bachelor of Science degree in Engineering, Information Technology, Project Management or Business Management and a minimum of seven (7) years' experience managing projects with an increasing level of complexity and size. A history of sustained exceptional performance as a project manager is expected. A Master's Degree or Certificate in Engineering, Project Management, Business Management or a specialized industry credential such as a Project Management Professional (PMP) Certification, licensure as a Professional Engineer is preferred.

Important Considerations
• VELCO is headquarted in Rutland, Vermont. This is a hybrid position and the expectation is that the incumbent will spend at least two days per week onsite and more as needed.
• Prolonged periods sitting at a desk and working on a computer.
• Must be able to lift up to 15 pounds at times.
• Must be able to respond to off-duty calls, particularly in the event of system emergencies, prolonged equipment and/or customer outages.
• Must maintain a valid driver's license.
