Business Analyst II

About the Role

We are seeking a skilled and experienced Business Analyst with a strong background in eligibility systems and prior experience working with state agencies. The ideal candidate will have a deep understanding of public assistance programs, eligibility determination processes, and state-level regulations. This role requires excellent analytical skills, the ability to communicate effectively with stakeholders, and a keen eye for detail to ensure the delivery of high-quality solutions.

Responsibilities

Requirements Gathering and Analysis:

  • Collaborate with stakeholders, including state agency representatives, to gather and document business requirements.

  • Analyze and interpret eligibility policies and regulations to ensure compliance.

  • Conduct gap analysis to identify areas for improvement in existing eligibility systems.

System Design and Development:

  • Work with technical teams to design and develop eligibility systems that meet business needs and regulatory requirements.

  • Create detailed functional specifications and user stories.

  • Assist in the development and implementation of system enhancements and new features.

Project Management:

  • Participate in project planning, scheduling, and coordination.

  • Monitor project progress and provide regular status updates to stakeholders.

  • Identify and mitigate project risks and issues.

Testing and Quality Assurance:

  • Develop and execute test plans to ensure system functionality and compliance.

  • Conduct user acceptance testing (UAT) and coordinate with stakeholders for feedback.

  • Document and track defects and work with development teams to resolve issues.

Training and Support:

  • Create training materials and conduct training sessions for end-users.

  • Provide ongoing support and troubleshooting for eligibility systems.

  • Assist in the development of user guides and documentation.

Stakeholder Communication:

  • Serve as a liaison between state agencies, business users, and technical teams.

  • Facilitate meetings and workshops to gather feedback and ensure alignment.

  • Communicate complex technical concepts in a clear and concise manner.

Basic Qualifications for Consideration

  • Bachelor’s degree in Business Administration, Information Systems, Public Administration, or a related field.

  • Minimum of 10 years of experience as a Business Analyst, preferably with a focus on Eligibility systems.

  • Experience working with state agencies or public sector clients.

  • Strong understanding of public assistance programs and eligibility determination processes.

  • Proficiency in requirements gathering, documentation, and analysis.

  • Excellent communication, interpersonal, and presentation skills.

  • Ability to work independently and as part of a team.

  • Experience with project management methodologies and tools.

  • Knowledge of relevant software applications and technologies.

Preferred Qualifications for Consideration

  • Master’s degree in a related field.

  • Certification in Business Analysis (e.g., CBAP, CCBA).

  • Experience with Agile or Scrum methodologies.

  • Familiarity with data analysis and reporting tools.

Pay Transparency Laws in some locations require disclosure of compensation-related information. For this position, actual salaries will vary and may be above or below the range based on various factors including but not limited to location, experience, and performance. In addition to base pay, this position, based on business need, may be eligible for a bonus or incentive. In addition, Conduent provides a variety of benefits to employees including health insurance coverage, voluntary dental and vision programs, life and disability insurance, a retirement savings plan, paid holidays, and paid time off (PTO) or vacation or sick time. The estimated salary range for this role is $57,750 - $75,000.
