Job Summary

We are currently seeking a Project Manager with design and construction experience to support efforts in our Research Infrastructure Business Line associated with the National Science Foundation (NSF) Office of Polar Programs (OPP) Arctic Research Support & Logistics Services (ARSLS) Program. Battelle's Research Infrastructure Business line manages large, multi-year, complex programs in diverse and extreme environments that provide unique capabilities used by the scientific community to conduct transformative level research. The NSF OPP ARSLS Program provides support to NSF-funded researchers conducting work in the Arctic through planning and executing logistics, as well as building and maintaining facilities.

The Facilities, Engineering, Maintenance & Construction (FEMC) Team is responsible for existing facility maintenance and upgrades, construction of new facilities, demolition of old facilities along with other science and operational construction support projects for facilities that are regionally located across the Arctic, with the majority in Greenland and Alaska at program stations, bases, and field camps. This position will augment the existing Battelle Arctic Research Operations (ARO) staff in execution of the facilities engineering projects and other engineering support activities, managing elements of the project scope of work as well as executing specific tasking provided by the FEMC Manager. This will include frequently participating in and occasionally leading meetings with members of the National Science Foundation (NSF) and NSF Support staff. There is an expectation that all interactions occur in a manner that foster a safe and inclusive work environment.

Responsibilities

  • Serve as an active member of the Battelle Arctic Research Operations (ARO) Facilities, Engineering, Maintenance, & Construction (FEMC) Team, which serves as the facilities-focused group for the Battelle Team supporting the ARSLS Program

  • Actively contribute as a member of the broader team including a Construction Planner, Construction Manager, Project Managers, Field Superintendents, Seasonal Tradespeople, and Domain Experts to develop plans and methods for projects

  • Support and occasionally lead a broader team of Program Stakeholders and Domain experts to identify and prioritize specific scope and projects required

  • Manages assigned subcontractors to ensure delivery of contractual requirements associated with facilities-related efforts. Conducts oversight, performs site visits (as necessary), reviews documentation, and provides direction related to facilities design efforts. Collects and reviews financial and performance information to determine project status, identify significant variances, and initiates corrective actions to achieve project objectives.

  • Supports meetings in an effective manner while collaborating with others in the Program. When required, represents Battelle ARO in engagements with the NSF client, other Federal Agencies, and other key external stakeholders to communicate status and other details concerning the project.

  • Creates project documentation such as Scopes of Work, schedules, budgets, a project-specific risk-register, and similar technical artifacts in compliance with programmatic standards for assigned facilities-related projects

  • Occasionally deploy to the field to provide direct oversight and guidance of deployed teams to accomplish FEMC efforts in accordance with approved program/project plans

  • Ensures change management policies and processes to evaluate changes, examine options, and make responsible decisions regarding scope, schedule and performance change are followed for assigned projects.

  • Ensures that control is exercised over budgets, acquisitions, schedules, configuration, risk, and technical performance throughout assigned project execution.

  • Ensures safety policies and regulations are integrated into Project Plans for assigned projects. Ensures that assigned projects conduct safety assessments. Supports existing guidelines for ensuring that adequate safety assessments are performed.

  • Support key deliverables (weekly, monthly, and annual reports, project execution plan, etc.), ensuring they are developed, completed and submitted to the client in accordance with required submittal dates.

  • Maintains a thorough understanding of and ensures compliance with applicable government and industry regulations and applicable building codes.

Key Qualifications

  • A bachelor's degree in a technical field from an accredited institution

  • Project Management Professional (PMP) accreditation, or demonstrable evidence of equivalent corporate/organizational training in project management.

  • 5 or more years of prior experience successfully managing engineering, construction, and/or maintenance projects associated with facilities

  • Prior experience establishing and managing engineering design subcontracts for services and/or construction contracts

  • Be willing and able to deploy to Summit Station, Greenland for up to 4 weeks per year in an oversight capacity and Toolik Field Station, Alaska for up to 4 weeks per year in an oversight capacity.

  • Effective written and verbal communication skills, as well as the ability to adapt communication style to different audiences

  • Have demonstrated ability to work effectively and collaboratively with individuals from a wide range of professional backgrounds and career stages.

  • Have ability to bridge competing views and work across diverse cultures, while being decisive.

  • Possess strong personal integrity and work ethic, emotional intelligence, and the ability to show sound judgment and independent initiative.

Preferred Qualifications

  • Experience supporting facility maintenance, utilities and construction in cold regions

  • Experience managing construction and utility projects

  • Experience with power generation and distribution for off-grid facilities in remote and/or arctic environments

  • Experience with renewable or alternative energy sources in remote and/or Arctic locations

  • Experience with innovative closed-loop (or nearly closed loop) wastewater treatment systems for remote, glacial or Arctic environments

  • Prior experience working with the National Science Foundation (NSF) Office of Polar Programs (OPP)

  • Experience with Arctic-related requirements, permitting, environmental, and local community concerns

  • Professional Engineering (PE) Certification, preferably in the state of Alaska or demonstrable progress towards a PE

Salary

$111,000-$140,000

This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience, and other relevant factors.
