Missile Defense Agency Program Analyst in Redstone Arsenal, Alabama

Summary The position(s) covered by this vacancy announcement is in the Department of Defense (DoD) Acquisition Workforce Personnel Demonstration Project (AcqDemo). For more information please see: AcqDemo Responsibilities This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for supporting Mid and Senior Level Acquisition Analysts with providing recommendations to the Missile Defense Agency (MDA) leadership on matters related to acquisition of program requirements across the Missile Defense System (MDS) applying MDA directives, procedures, guides, etc. such as those referenced in the Comprehensive Acquisition Process (CAP). As a Program Analyst at the NH-0343-2 some of your typical work assignments may include: Gaining a working knowledge of operating concepts and criteria that stimulate the development of improved policies, methodologies, and techniques across the MDS. Providing assistance to Mid and Senior Level Acquisition analysts in their roles as expert planners, analysts, and advisors to agency management on program analysis, annual/multi-year and long-range acquisition program planning for key agency programs. Assisting in the development of baseline acquisition strategies and provide recommendations for courses of action to leadership in order to keep programs on or ahead of schedule and on track to meet mission. Gaining a working knowledge of the development and coordination of Contract Requirements Packages (CRPs) in order to assist Mid and Senior Level Acquisition Analysts in the preparation of the packages which will be utilized in development of Requests for Proposals. Assisting with the execution of inter-agency acquisitions as required with other Government Agencies and support the review of services. Requirements Conditions of Employment Qualifications You may qualify at the NH-02 broadband level, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-02/GS-9 grade level in the Federal service as listed below: Experience with: Acquisition regulations, policies, regulations, and precedents to analyze and resolve programmatic issues, involving risk, cost, schedule and performance and to identify problems and develop innovative solutions OR Acquisition requirements for complex weapons systems and equipment or closely related systems and equipment development, procurement, and life-cycle management to plan and execute complex, multi-faceted projects OR Communication skills to research, plan, coordinate, develop, and deliver oral and written presentations and reports OR Customer service principles to maintain good working relations and to maintain customer focus. OR B. You have a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related., OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than three years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
