Missile Defense Agency Program Analyst in Redstone Arsenal, Alabama

Summary The position(s) covered by this vacancy announcement is in the Department of Defense (DoD) Acquisition Workforce Personnel Demonstration Project (AcqDemo). For more information please see: AcqDemo Responsibilities This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for advising the Missile Defense Agency (MDA) leadership on all matters related to program cost, schedule and performance across the Missile Defense System (MDS). As a Program Analyst at the NH-0343-3 some of your typical work assignments may include: Prepare, review, and document acquisition documents for internal and external communications to include prime contractors. Assess, manage and eliminate risk related to product cost, schedule, and performance. Assist technical experts to ensure program/project requirements are properly identified, and acquired in accordance with Agency and DoD acquisition regulations and policies. Support higher graded specialist on all matters related to acquisition, program analysis, cost and schedule. Assist with identifying and conducting special studies and analyses to determine acquisition approaches for MDA programs. Leads product teams and working groups to examine and analyze program and Missile Defense System (MDS) issues and provide leadership with options for resolving and minimizing programmatic impacts. Apply cross-functional knowledge to solve a variety of problems. Assist with the execution of inter-agency acquisition as required with Other Government Agencies and support the review of services. Ability to communicate information to management orally, in writing and with presentation material and collaborate across programs, organizations, and functional IPTs external stakeholders. Requirements Conditions of Employment Qualifications You may qualify at the NH-03 broadband level, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below: Experience developing acquisition strategies and recommending courses of action to maintain cost and schedule requirements; OR Experience developing and conducting management reviews, decisions, and information briefings related to policy, planning and assessments; OR Experience developing plans for executing acquisition initiatives to include development of new or modifying existing contracting and acquisition systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
