Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business and Technical Management Career Path (AcqDemo) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Program Analyst with responsibility for evaluating program progress to determine the status of resources in relation to progress toward accomplishing the schedules and objectives of a weapon system acquisition program throughout its life cycle. Responsibilities Prepares, coordinates, and provides input to special and recurring reports covering all aspects of the weapon system review and analysis program, as required, by project management and higher echelons. Reviews and integrates programs and budgets by identifying apparent conflicts, overlap of functions, analyzing problem areas, and making recommendations for revisions to plans, programs, and budgets. Ensures budget data are consistent with provisions of agreements. Prepares technical and budgetary narrative impact statements resulting from changes in program guidance. Prepares documents and reports, coordinates and resolves conflicting issues; recommends alternative solutions to unusual problems; and makes changes and corrections in the tracker to eliminate discrepancies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of experience which includes: 1) Coordinating financial management programs to assure availability of resources to meet established milestones for development and fielding of weapon systems; 2) Translating program estimates/budgets through statistical reports and presentations; and 3) Analyzing and reconciling financial transactions issues. This typically includes work performed at the next lower grade/level NH-02(GS-11) position in the federal service. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Budget Administration Project Management Written Communication Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
