Summary About the Position: This position is at DEVCOM AvMC Center Staff (CS) Directorate US Army Combat Capabilities Dev Cmd, Aviation and Missile Center located at Redstone Arsenal, AL. Responsibilities Primary technical point of contact to support the planning, design, implementation, and sustainment of Enterprise Business Applications leveraged to enable business operations. Responsible for the technical direction, planning and execution, milestone development, scheduling, and budgeting for software application development and application modernization initiatives for the Center. Responsible for software application documentation including Defense Information Systems Agency application security and development Security Technical Implementation Guide checklists, Standard Operating Procedures, and User guides. Advise Leadership in meetings with senior personnel from Combat Capabilities Development Command (DEVCOM) Aviation and Missile Center (AvMC), stakeholders, customers, other DoD services, academia, and industry. Specialized Experience : To qualify for the DB-04, applicants must have at least one year of specialized experience at the next lower grade level (DB-03) which includes performing the following: This definition of specialized experience is typical of work performed at the next lower grade/level:(1) Experience in conducting full stack software application development, developing and sustaining Cloud compatible web applications using modern programming languages and frameworks; (2) Experience in analyzing and translating business requirements, designing, developing, prototyping, deploying, sustaining, and enhancing complex systems, application architectures, and specialized applications; (3) Experience in providing technical guidance to team members or other IT specialists explaining approach and methods to enhance software security and reliability; (4) Experience in confirming compliance with pertinent regulations, policies, standards, and guidelines IAW Cybersecurity and software assurance requirements. The OPM Qualification Standard provides the following definition: specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT]. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement; and (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.
