About the Position: Serve as an Industrial Property Management Specialist for the Army Contracting Command-Redstone Arsenal. ACC-RSA is the largest contacting center in the U.S. Army with more than 900 contracting and acquisition professionals. Responsibilities Responsible for planning the total management program for contractors possessing the Government Furnished Property (GFP) in the performance of Army Contracting Command Redstone contracts. Provide policy interpretations on the property program effectiveness and responsiveness. Evaluate contractor’s development of adequate procedures of all areas concerning Government property in accordance with the terms of the contract and applicable regulations. Monitor contracts to assure adequate control and care of government property, property accountability, and appropriate utilization of government furnished property. Serve as the Staff Property Administrator over CONUS/OCONUS Government Furnished Property (GFP) contracts. Provide technical leadership to other personnel performing property management and clearance functions. Assist in the monitoring and oversight of management activities concerning government-owned industrial property. Explore new/innovative contracting approaches to arrive at an equitable contract arrangement. Recommend approval/disapproval of the contractor’s property control procedures in accordance with the Federal Acquisition Regulation (FAR). Participate in high-level decision-making sessions with program personnel and top-level ACC Redstone management. Evaluate solicitation to one or more firms to conduct pre-solicitation conferences as required. Recommend the implementation of policies and procedures for the management of government-owned industrial property in the custody of ACC Redstone. Serve as the Staff Advisor with primary responsibility for reporting the general condition and special problems concerning property administration. Serve as consultant on property and plant clearance administration matters. Advise appropriate personnel on the adequacy of actions regarding property management disposal that may impact ACC Redstone/CAMO or other supported sites. Serve as a primary point of contact in matters concerning government-owned industrial property. Specialized Experience: One year of specialized experience which includes: 1) Developing property administration programs for various contract types; (2) Monitoring contacts to ensure utilization of government furnished property; AND (3) Evaluating contractor's procedures for all areas of Government property in accordance with the terms of the contract. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Education cannot be substituted for experience. You will be evaluated on the basis of your level of competency in the following areas: Decision Making Oral Communication Planning and Evaluating Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
