Microsoft Cloud Operations and Innovation (CO&I) is the team behind the cloud. Within CO&I, the Global Project Controls (GPC) team is responsible for delivering core datacenter infrastructure for Microsoft’s cloud business. The MS portfolio consists of complex, multi-disciplinary, large scale, multi-year datacenter construction and lease projects. We are looking for a passionate, high-energy individual to help build the cloud datacenters that power the world’s largest online services.
Engineering Procurement Construction (EPC) is seeking a Techicanl Program Manager within Strategic Projects and Initiativesto help identify strategic gaps, develop and execute strategic projects and initiatives to enable EPC to improve operations, improve its competitive positioning, build transformational partnerships with suppliers and global partners, and to engage and support its people agenda.
This role is based in one of the following hub locations: Primary Location: Redmond, WA, with additional options in Atlanta, GA, San Antonio, TX, Phoenix, AZ, or Washington, DC. Relocation support is available, and successful candidates are required to either reside within or relocate to within 50 miles of the designated hub office.
This role is eligible for remote, up to 50% from home.

Responsibilities
Program Goals and Prioritization: Define goals and priorities for multiple feature areas (e.g., product, service), translating organizational needs into actionable deliverables through data-driven analysis. Proactively manage risks and propose mitigation strategies using data insights (e.g., telemetry, customer satisfaction).
Performance Metrics: Establish and track success criteria such as OKRs and KPIs (e.g., quality, usage, speed, cost) for multiple feature areas. Collaborate with Software and Hardware Engineering to develop required telemetry and present return on investment to stakeholders.
Operational Insights and Improvement: Partner with cross-functional teams, including Data Science and Engineering, to collect and analyze performance metrics. Use telemetry, surveys, and other insights to drive actionable improvements in development, implementation, and operations.
Strategic Projects and Initiatives: Identify and lead strategic projects to enhance operations, strengthen competitive positioning, and foster partnerships with suppliers and global partners. Build trusted relationships across EPC pillars and CO+I stakeholders to drive shared commitment and achieve results.
Tactical Execution: Balance strategic priorities with tactical work plans, driving initiatives such as executive business reviews, sponsorship events, and relationship-building activities to meet organizational goals.
Stakeholder Engagement: Effectively communicate with executive-level stakeholders and partners, tailoring messages to their needs. Develop and execute external partner relationship strategies and communication plans.
Rhythm of Business (ROB): Support and drive ROB activities, including organizing and managing events such as town halls and executive business reviews. Ensure clear and consistent communication across teams and stakeholders.

Qualifications
Required Qualitifcations:
Bachelor's Degree AND 4+ years experience in engineering, product/technical program management, data analysis, or product development.
OR equivalent experience.
2+ years experience managing cross-functional and/or cross-team projects.
Additional Requirements:
Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:
Microsoft Cloud Background Check: This position will be required to pass the Microsoft background and Microsoft Cloud background check upon hire/transfer and every two years thereafter.
Preferred Qualifications:
Bachelor's Degree AND 8+ years experience in engineering, product/technical program management, data analysis, or product development
OR equivalent experience.
6+ years experience managing cross-functional and/or cross-team projects.
1+ year(s) experience reading and/or writing code (e.g., sample documentation, product demos).
Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $117,200 - $229,200 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $153,600 - $250,200 per year.
