COUNTY OF BERKS Manager Of Intake (Children & Youth Services) in READING, Pennsylvania
POSITION SUMMARY:
Provide direction and oversight of all Intake Services. Comply with all applicable laws and Department of Human Services regulations and agency policies and procedures. Provide leadership and technical assistance to each supervisor under leadership, resolve conflicts, and render decisions on case issues as needed.
POSITION RESPONSIBILITIES:
Essential Functions
The duties and responsibilities of this position include, but are not necessarily limited to:
- Administer a major segment of social service programs; ensure that services are provided in accordance with agency objectives, rules, regulations, policies, procedures, and case management and social service principles and practices; monitor and evaluate the program's operations to ensure proper interface with other agency units.
- Assist in developing and implementing agency policies and practices.
- Manage through subordinate supervisors a system of planning for the provision, development and/or modification of agency service programs and policies to assure compliance with legal mandates and meeting the needs of the community.
- Participate in the development and implementation of policies, practices, and standards for assigned segment of the social service program.
- Represent agency on boards of community service organizations or inter-agency committees; serve as liaison with other public agencies and other community organizations, and the general public.
- Assist superiors in implementing and meeting their responsibilities to clients, workers, agency staff and the community.
- Prepare correspondence, reports, and other materials, and maintain records as required.
- Evaluate work performance of subordinate staff and make recommendations regarding personnel actions, including discipline; interview applicants for positions and make recommendations for hire.
- Supervise and evaluate the performance of subordinate supervisors.
- Provide leadership and technical assistance to each supervisor under their responsibility, resolve conflicts, render decisions on case issues as required.
- Participate in public relations activities, such as public speaking, intra-agency training and represent the agency at various community meetings, as assigned.
- Work cooperatively with administrative/management staff to provide and gather statistical information, generate reports and implement policies and procedures and agency best practice.
- Ensure compliance in regulatory and fiscal requirements that govern BCCYS and that quality assurance systems are established to monitor best practice compliance.
- Verify and distribute changes in ChildLine policies.
- Analyze program policies and procedures so they are implemented within budgetary limitations.
- Oversee planning, training, case review and program review functions for BCCYS.
- Provide management with statistical analysis to identify trends as they pertain to services to clients.
- Direct staff in performing audits of BCCYS-provided or contracted Services.
- Assist in the preparation and conducting of public forums to solicit community response and participation in the development of programs and services.
- Participate in the preparation of the State and County Annual Plan and Budget submissions.
- Participate in meetings and on committees to further meet the needs of the agency.
- Provide back-up to other positions, as needed.
- Complete other duties and responsibilities as assigned.
- Occasionally travel on an as-needed basis for training and to complete assigned duties.
MINIMUM EDUCATION AND EXPERIENCE:
- Master's degree in Social Work, Social Welfare, Public Administration, or closely related field.
- Five years of progressively responsible experience in the field of social services or child welfare, with administrative or supervisory experience in a children and youth social services program agency.
- Any equivalent combination of education and experience which provides the required knowledge, skills, and abilities.
- Valid Pennsylvania driver's license.
- FBI, State police and ChildLine clearances
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:
- Working knowledge of current case management and social work principles, practices, and methodologies.
- Working knowledge of the Child Protective Services Law and Juvenile Act.
- Working knowledge of individual and group behavior and the interrelationship between social, economic, psychological and general physiological factors.
- Working knowledge of current social, economic and health problems and available resources.
- Working knowledge of the principles of supervision, organization and administration and coordinate the work of professional and nonprofessional personnel.
- Ability to plan, organize, direct and coordinate a social service program.
- Ability to orient and instruct subordinates on laws, regulations, rules, policies and procedures, appropriate to position.
- Ability to make clear and pertinent statements, both orally and in writing.
- Ability to establish and maintain working relationships.
- Ability to handle stress.
- Physical presence in the office is required.
PHYSICAL DEMANDS:
Work involves standing, walking, sitting, lifting, carrying, talking, hearing, using hands to handle, feel objects, tools, or controls, and reaching with hands and arms. Vision abilities required by this job include close vision and the ability to adjust focus. The employee must occasionally lift and/or move up to 15 pounds a distance of fifteen feet or less.
