Responsible for transmission related Open-Access Transmission Tariff (OATT) compliance, including management of transmission service agreements and the Open Access Same-time Information System (OASIS). Responsible for software systems and processes that support energy capacity calculations, energy scheduling, regulatory requirements and billing on the transmission system. Provide administrative and technical support for transmission service and load requests. Complete monthly transmission meter checkouts, billing and reporting.

Pay Range: $100,650 - $166,050 (This posting includes the full pay range for this position. Pay is based on a number of factors and may vary depending on job-related knowledge, skills, experience, and internal equity.)

Reporting Relationship: Senior Manager, Operational Services

Location: Rapid City, South Dakota

Essential Functions: * Manage the Black Hills Energy's Open Access Same-time Information System (OASIS). * Responsible for transmission related Open-Access Transmission Tariff (OATT) compliance, collaborating with legal on related FERC rulemakings, necessary filings and OASIS postings. * Provide working (non-legal) interpretation of the OATT and applicable regulatory rules. * Manage transmission service requests and load requests, transmission service contracts and agreements, transmission study agreements, and other OATT related agreements. * Develop, implement and maintain filing and tracking systems for transmission contracts, contract expirations and renewals, records, documentation, filings and postings associated with FERC orders, rulemakings and tariffs. Use systems to track, analyze and report pertinent information and to ensure compliance with the OATT and other transmission related FERC rulemakings. * Oversee the actions and responsibilities of the Transmission System Analysts to ensure the reliable operation of software systems and accuracy of data used for transmission system energy scheduling, transmission billing, and energy market submissions. * Manage the webTrans, Etag, PowerOptix and related systems to ensure the proper calculation and accuracy of Available Transfer Capacity (ATC), approvals and denials of transmission schedules, rates, system loads, generation output, formulas, data transfers, and system functionality required for energy use on the transmission system. * Provide data and reports to support the regulatory department with transmission system rates, cost of service, cost allocations, rate design, and regulatory reporting requirements. * Provide oversight and support to staff performing transmission tariff checkouts, billing, reporting and accounting duties. Additional Responsibilities: * Maintain compliance with Federal Energy Regulatory Commission ("FERC"), Western Energy Coordination Council ("WECC"), North American Electric Reliability Corporation ("NERC"), and North American Energy Standards Board ("NAESB") regulatory requirements. * Participate in industry groups and forums related to FERC OASIS, transmission service, scheduling and compliance. * Establish and maintain effective communications with various tariff stakeholders including transmission customers, legal counsel, and regional groups. * Provide leadership and direction in the professional development of department staff. * Provide customer service to transmission customers and support transmission service scheduling and related issues. What You'll Need: * Bachelor's Degree Engineering, Business, Accounting, Software Applications or related technical field required, or equivalent combination of education and experience is required. * Minimum 3 years in transmission system operations, tariff administration, transmission scheduling, energy marketing, generation dispatch, transmission planning, or relevant experience required. What Is Desired Or Can Be Taught: * Knowledge of electrical operations, transmission operations and planning, generation and load balance. * Knowledge of wholesale electric energy and transmission transactions. * Working knowledge of FERC, NAESB and other regulatory requirements for wholesale electric energy and transmission transactions. * Knowledge of web-based software systems to support configurations, monitor data and formulas, support system upgrades and relational databases. * Strong organizational skills with high attention to detail. * Excellent verbal and written communication skills. * Ability to work under the stress of real-time electric system operations while maintaining professionalism and tact. * Ability to develop and maintain strong working relationships with a diverse set of individuals. * Excellent customer relation skills. * Ability to maintain proficiency with new systems and software as technology evolves. * Proficiency in computer applications including Word, Excel and PowerPoint. * Ability to provide after-hours support
