The primary purpose of this position MANAGEMENT ANALYST, GS-0343-07 potential GS-0343-09, is to perform selected studies involving the review and analysis of a variety of administrative/clerical processes and procedures assigned to the branch organization. Responsibilities Perform studies to review and evaluate the efficiency/effectiveness of various administrative/clerical processes and their interrelationships with the branch organizational structure. Apply qualitative and quantitative techniques such as publication search, task analysis, procedures charting, graphics, and calculation of statistical data in the review and analysis of a variety of processes and procedures for the creation of reports. Develop training packages, and provides training as required, as well as new/modified policies and procedures to ensure adherence to controlling policies and directives and to ensure the most efficient/effective practices are being followed. Assist the Directorate manpower analyst in the analysis and review of proposed realignments/reorganizations to determine their impact on current branch administrative or clerical operations, policies, and guidelines. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. TARGETED POSITIONS: This position is a developmental GS-07 Target GS-09 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-05), or equivalent in other pay systems. Examples of specialized experience includes: ?gathering and analyzing basic facts and drawing conclusions and learning the operation of automated data systems; and using qualitative and quantitative analytical techniques such as: literature search, work measurement, task analysis, job structuring and productivity charting. OR EDUCATION: Applicant must have one full year of graduate level education or superior academic achievement. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed 4-year course of study leading to a bachelor's degree, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Examples of specialized experience includes: developing data required for use in the management and direction of programs; developing management and/or program evaluation plans, procedures, and methodology and identifying resources (staff, funding, equipment, of facilities) required to support varied levels of program operations. OR EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the (GS-05) level is required to meet the time-in-grade requirements for the (GS-07) level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Projects require substantial knowledge and understanding of the theory and principals of management and organization in the review and analysis of a variety of administrative/clerical processes and procedures in the branch organization. Knowledge and skill in applying qualitative and quantitative techniques in the identification, consideration, and resolution of issues or problems of a procedural nature. The issues or problems areas dealt with are readily identifiable and observable. Ability to communicate verbally and in writing. Ability to plan, organize work, and meet deadlines. Ability to use office automation tools, and techniques to generate reports, briefing materials, and/or comparable documents. Ability to research, analyze, interpret and apply rules, regulations and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
