Summary This DATA ANALYTICS SPECIALIST is located in office of the United State Property and Fiscal Officer (USPFO) and is part of the CA USPFO Army. Responsibilities THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the DATA ANALYTICS SPECIALIST, GS-0301-13, is to be responsible for administering and coordinating a complex data analytics program across the Army and Air National Guard within the state with external recipients, ARNG units, ANG wings and Joint Forces Headquarters staff offices. This position serves as a Data Analytics Specialist for the USPFO. The incumbent serves as an analyst to develop capabilities that collect, measure, analyze, and report on areas including but not limited to fiscal stewardship and property accountability. The position delivers data analytics to include, but not limited to attrition, staffing, cost, cost avoidance, revenue, equipment and weapon system downtime, efficiencies, and metrics. The incumbent provides advice and guidance to all levels of management within the assigned organization. Serves as the principal data analyst and authoritative expert on analysis and reports. Sets appropriate work priorities, applies knowledge of organizational needs and deadlines, and consistently follow-up to assure receipt of required documentation. Conducts studies, identifies trends, risks, and themes based on the data and information. Performs qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of National Guard programs (examples include Comptroller, Logistics, Real Property, Maintenance, and Human Resources). Responsible for administering and coordinating a complex data analytics portfolio including Army and Air National Guard and highly technical special projects. Utilizes expertise in interpreting, developing, and applying appropriate data to generate usable products that enable leaders to make informed decisions about the enterprise related to business processes, management, and efficiencies. Conducts studies, identifies trends, risks, and themes based on the data and information. Advises the USPFO, TAG, and other senior officials and staff regarding data analytics for current and future plans involving complex analysis and long-term projects and programs within the state NG. Develops and maintains a myriad of reports. Confirms and validates data prior to use for reports through systems of record. Delivers data that often flows through the National Guard with the USAF, USN, USMC, USAR, USA (Active Duty), DIA, DLA, DARPA, GSA, GPO, USDA, NASA, DOE, USCG, and more. Counsels and advises others including Federal staff, and recipients to accomplish the program goals. Keeps supervisors and staff informed of administrative issues and developments. Responds to questions and resolves problems for staff. Provides leadership and significantly contributes to ad-hoc or regular workgroups within the data analytics management community. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. May make additional selections within 90 days of eligible(s) issuance. PCS Relocation Costs MAY BE authorized subject to provisions of the Joint Travel Regulation, funding, and an agency determination that a Permanent Change of Station (PCS) move is in the Government's best interest. Federal employment suitability as determined by a background investigation. Must maintain proper security clearance. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Security Clearance: at a minimum a National Agency Check is required prior to position assignment. Qualifications DATA ANALYTICS SPECIALIST, GS-0301-13: Must have at least one year of specialized experience, equivalent to at least the GS-12 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by: Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions; Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures; Experience preparing written communications and oral presentations.
