The primary purpose of this position Security Specialist, GS-0080-12 is to serve as the antiterrorism program manager, prepare risk assessments, formulate risk mitigation strategies and vulnerability prioritization based on current information, mission assurance assessments and intelligence. Responsibilities - Manage the command anti-terrorism program for the USAFE AFAFRICA Antiterrorism Officer and provide risk understanding of USAFE AFAFRICA mission sets through management of risk and threat-related working groups. - Serve as the technical authority on antiterrorism mitigation oversight efforts and vulnerability prioritization for USAFE AFAFRICA. - Plan, conduct, perform or coordinate on site security studies and assessments in relations to antiterrorism requirements. - Perform AFIMSC Detachment Action Officer duties and responsibilities in support of management of all USAFE AFAFRICA installations. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at the next lower grade GS-11, or equivalent in other pay system. Specialized experience is described as the ability to serve as the antiterrorism program manager, prepare risk assessments, formulate risk mitigation strategies and vulnerability prioritization based on current information, mission assurance assessments and intelligence. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of security concepts, principles, and practices to review, analyze, and resolve difficult and complex security problems. 2. Skill in gathering, assembling, and analyzing facts, drawing conclusions, devising solutions to problems, identifying changes and trends, and preparing and presenting information to leadership. 3. Ability to prioritize and recommend resourcing strategies for the correction or mitigation of AT vulnerabilities on the installation. 4. Ability to assist evaluation teams in developing realistic and relevant scenarios to exercise and validate the AT program. 5. Ability to communicate effectively, both orally and in writing. Ability to plan, organize work, and meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Other Additional Information: May be eligible for General Overseas Allowances and Differentials. This position is emergency essential (E-E). The incumbent must meet all requirements of E-E positions. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status. Department of Defense Physical Security Certification conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. Physical Demands: The work is primarily sedentary. Some work may require periods of walking, standing, bending, and climbing during visits to construction sites. Employee may carry light items such as books, and other similar materials. The work does not require any special physical effort. Work Environment: The work is usually performed in an office setting. The work area normally involves everyday risks or discomforts requiring safety precautions typical of offices or meeting and training rooms; or may involve occasional exposure to conditions in construction sites requiring normal safety precautions. - Have strong administrative skills to include experience performing on a higher headquarters staff. - Experience producing high-quality staff packages and proficiency with staff coordination tracker programs and software is desirable. - Possessing the Center For Development of Security Excellence's Physical Security Certification (PSC) and Antiterrorism Credential (ATC) are highly desired. - Have at least 3 years experience in an Antiterrorism Program Manager position and HHQ action officer experience is highly desired."
