The primary purpose of this position is: Continuity management of International Military Personnel Exchange Program (MPEP) and Officer Developmental Education (ODE) programs to build relationships, enable access, and develop partner capabilities important to development of long-term military-to-military relationships with partners in Europe, Africa and the Middle East. Responsibilities Under AFELM Europe/Africa/Middle East MPEP Commander, manages the USAF International Military Personnel Exchange Program (MPEP) and the USAF Officer Development Education (ODE) Program for Europe/Africa/Middle East. Under AFELM Europe/Africa/Middle East Commander, leads AFLEM MPEP Europe/Africa/Middle East Support Staff. Negotiates and coordinates MPEP and ODE relationships and responsibilities between USAF and foreign air forces with the Air Staff, unified command, and the representatives of foreign air forces. Facilitates and monitors the development of individual positions for US and international MPEP participants and ODE students in the Europe/Africa/Middle East AOR for SAF/IA. Builds and maintains relationships with international in-country supervisors, international officers in the chain of command, and international air attachés who can influence US exchange officer and ODE student positions, assignments, access and responsibilities. Represents Europe/Africa/Middle East JVIPEP at all levels worldwide. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions and Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include: applying knowledge of a wide range of DoD and federal industry concepts, laws, principles, and procedures to develop, revise, and advise on programs to meet organizational goals and objectives and improve complex management processes and program effectiveness (2) providing comprehensive program consultation and expertise on the complete spectrum of program management and administrative functions; (3) identifying and recommending options for resolution to complex program issues involving international affairs, personnel, and financial management. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge and skill in the application of US Laws, DOD and USAF policies, principles, concepts, methodologies, financial management directives, concepts, and procedures concerning participation of USAF and international personnel in MPEP and ODE assignments. 2. Expert knowledge of USAF Officer Evaluation System and Decoration program. Proficient at writing and editing Officer Performance Reports (OPR), Enlisted Performance Reports (EPR), and Decorations. 3. Expert knowledge of the USAF budget process and MPEP and ODE programs cost factors to forecast, fund and manage an annual account of over $1,700,000. 4. Expert skill in planning, organizing, and directing the efforts of office staff. 5. Expert ability to communicate effectively, both orally and in writing, to prepare and present briefings, instruct and train subordinates, and coordinate with USAF and international senior level civilian and military officials to manage program activities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
