SMX is seeking a Senior Technical Project Manager (Project Engineer) to lead innovation projects and solution development for the AFRICOM Reconnaissance, Intelligence, and Exploitation Services (ARIES) Innovation Team. This individual will work closely with stakeholders across AFRICOM to identify, design, and implement cutting-edge ISR and technology solutions that enhance mission capabilities. This position requires a dynamic individual with a multi-faceted and proven track record in project engineering and program management, ISR systems expertise, and technology integration concept development to address complex operational challenges and deliver impactful results.

This position requires a DoD TS/SCI security clearance which requires US citizenship for work on DoD contracts.

Essential Duties and Responsibilities

  • Support the design, development, and implementation of innovative ISR and technology solutions to address AFRICOM’s mission-critical needs

  • Collaborate with AFRICOM stakeholders (e.g., JICAF, SOCAF, 603rd AOC) and the ARIES Team to understand operational challenges and recommend technical solutions

  • Assist in managing multiple innovation projects, ensuring alignment with AFRICOM’s strategic objectives and timely delivery within scope and budget

  • Participate in technical review boards (TRBs), contributing to discussions on system integration and modernization priorities

  • Conduct research and evaluations of emerging ISR technologies, focusing on sensor systems, signal intelligence (SIGINT) capabilities, and advanced analytics

  • Develop and maintain detailed project documentation, including design specifications, user guides, and integration plans

  • Support government-led initiatives such as drafting Operational Needs Statements (ONS) and integration testing for ISR systems (including Integrated Master Schedules [IMS]) and Concept of Operations)

  • Build strong collaborative relationships with intelligence analysts, SMEs, and other innovation arms to ensure operational needs are met

  • Travel to CONUS and OCONUS locations as needed to support ISR-related activities and professional development

Required Skills & Experience

  • Current TS clearance with SCI eligibility

  • 5+ years of experience in project engineering, program management, or ISR operations, with a focus on ISR systems or process/product improvement/modernization

  • Proven ability to manage project timelines, budgets, and deliverables in a fast-paced environment

  • Strong foundation in ISR platforms, sensors, and system integration, with familiarity in technologies like FMV, GMTI, and SAR

  • Experience in OSINT (Open-Source Intelligence) and Commercial Data analysis, with the ability to integrate these data sources into intelligence operations and innovation efforts

  • Excellent communication skills, with the ability to contribute to technical documents and present findings to stakeholders, including USAFRICOM senior leaders

  • Demonstrated aptitude for collaborative problem-solving and cross-functional teamwork

Desired Skills & Experience

  • Familiarity with AFRICOM’s ISR missions, operational needs, and modernization goals

  • Experience working with DoD Combatant Commands on ISR or innovation-related initiatives

  • Knowledge of emerging technologies such as AI/ML, knowledge graphs, and advanced C5 architectures; Networked ISR systems expertise highly desired

  • Strong interest in developing expertise in areas such as SIGINT capabilities, PED operations, and rapid acquisition processes

The proposed salary for this position is:

$100,700—$167,900 USD
