PE EC Pre-Construction Management

A Snapshot of Your Day

  • Contact person in the project for all issues relating to construction, erection and commissioning (EC) throughout the entire project processing phase

  • The ECiP is available to the project as a contact throughout its term. They are the direct contact for project management and sub-project management. Within EC, the ECiP functions as a link to EC team managers to the project.

  • Until the EC personnel (site project manager, SMBA, site construction manager, site manager electrical construction, site commissioning manager) join the project, the ECiP is responsible for their duties in the project. Following the project kick-off meeting with the respective managers, the ECiP hands over these duties to them.

  • The ECiP deals with queries in the areas of planning, construction, erection, test field and commissioning. Within EC, the ECiP coordinates project queries between the various EC experts and provides an answer directly to the project or via the expert. It is important here that the ECiP is involved in all queries in the above areas, to always provide support to the project.

  • The ECiP provides the project with feedback on all queries at an early stage. If they cannot be dealt with by EC, the ECiP will provide possible options.

  • As well as supporting the scope of the services to be provided by EC, the ECiP also monitors EC-relevant accounting. If an SPM/SMBA is being used in the project, the ECiP hands over the concurrent costing to the SPM/SMBA as part of the project kick-off meeting.

  • In the Grid Technologies (GT) business area, the ECiP coordinates the RFQ/DOR with head office and the regional unit. They also support the drafting and processing of the erection contract.

  • At the request of bid management, the ECiP or EC specialist bid manager (BCM), as part of the bid process, provides support for technical clarifications and in drawing up documentation which is relevant to testing/erection/commissioning.

  • As part of scheduling, the ECiP provides ongoing support to project schedulers. The ECiP reviews the existing schedules from a critical point of view and provides recommendations on optimizing them. Individual cases are then clarified and detailed according to project progress. Resources required for project processing are identified and agreed/called up within EC.

How You’ll Make an Impact (responsibilities)

  • Single point of contact for all issues relating to erection and commissioning (EC) through the entire project phase

  • Efficiently communicating with the project team members and able to clearly discuss changes in the project directions at an early stage.

  • Support project bid costing

  • Support and take part in regular project discussions on status, risks, opportunities, and inspections.

  • Helping to transfer the bid costing into the order entry costing. Support in developing the concurrent costing (MIKA), including by taking over the EC bid costing from the EC specialist bid managers (BCM).

  • Ensuring the assumption of the risks and opportunities from the offer phase and communication to the execution teams as well as the continuation of the risks and opportunities during the course of the project

  • Review of customer and supplier contracts regarding the services to be provided by EC; Transfer of information from BCMs

  • Collaboration and coordination with the EC specialist units in project scheduling (detailed breakdown of the construction, assembly and commissioning phases)

  • Involving the EC experts from relevant areas in construction feasibility and planning studies

  • Coordination and clarification of tender documents (RFQ) / delivery and service delimitations (DOR) with the head office and the national company (LC) for the technical contract design of the assembly contract and subcontractors in cooperation with the EC specialist units

  • Coordinating and tracking the scheduling for construction, erection and commissioning activities until they are transferred to Siemens Energy construction, installation and commissioning mangers on the construction site

  • Obtaining a maintenance work list defined by the equipment engineering / TPM and hand over to construction site. Ensuring implementation by the site management team until the project is handed over to the customer (PAC)

  • Taking part in regular project discussions, for example on project status, concurrent costing, risks and opportunities

  • Drawing up the master test plan (describing all acceptances for the high-voltage transmission project)

  • Representing the appointed EC key personnel until they join the project, including:

  • Scheduling internal and external erection and commissioning personnel with the specialist departments

  • Planning the purchase/leasing of work tools and instruments for erection and commissioning (test field and construction site)

  • Coordinating the construction site setup

  • Coordinating the system test in the test field

  • Project kick-off meeting with the EC key personnel in the project and team managers (e.g. discussing the project parameters, risks and opportunities, costing)

  • Addressing relevant topics at an early stage with regard to non-compliance costs (NCCs) or opportunities

  • Supporting customer inquiries, with a focus on erection, commissioning and maintenance

  • Preparing and supporting the commissioning manager at customer training sessions (GT approach)

  • Obtaining and communicating lessons learned for assembly and IBS issues (within the ECiP community)

What You Bring (requirements)

  • Very good level of experience/overview in the areas of test field, erection and commissioning

  • Experience of functional management of employees

  • 7 – 10 years experience in Construction Management with proven growth in responsibilities

  • Applicants must be legally authorized for employment in the United States without need for current or future employer-sponsored work authorization. Siemens Energy employees with current visa sponsorship may be eligible for internal transfers.

We support our business from the pre-acquisition phase with Tendering activities and through the execution phase as a valuable part of the Project Entity Business.
