Join Citi’s Regulatory Capital Policy Group (“RCPG”) within Finance’s Capital and Regulatory Reporting Interpretive Office covering U.S. Basel regulatory capital requirements. The RCPG team members work closely with many partners across the organization to ensure the accurate end-to-end representation of exposures in Citi’s regulatory capital ratios. RCPG:

  • Forms the First Line of Defense for the U.S. Basel III regulatory capital treatment of exposures.

  • Partners closely with the Second Line of Defense review and challenge function in Independent Risk Management.

  • Provides comprehensive, accurate and transparent regulatory capital interpretations under the U.S. Basel III regulatory capital rules for transactions and inquiries across the global organization.

  • Reviews any forthcoming changes to the U.S. Basel III rules (e.g., Basel 3 Endgame).

Job Requirements

  • Assist with RCPG’s interpretive responsibilities for Basel III Endgame and coordinating with project management teams, senior management, the business, risk management, and other stakeholders across the firm.

  • Provide U.S. Basel interpretations for wholesale and retail products related to transaction flows, general regulatory capital inquiries, and implementation and enhancement activities.

  • Advise the business on the regulatory capital treatment during the structuring phase of transactions and provide the U.S. Basel regulatory capital conclusions for transactions reviewed under the global New Activity governance process.

  • Collaborate with key stakeholders across the organization to ensure proper due diligence of transactions from a U.S. Basel regulatory capital interpretive perspective. Key stakeholders include Risk Management, Accounting Policy, Legal, Product Control, Regulatory Reporting, and the business.

  • Participate in cross-functional working groups supporting the day-to-day implementation of regulatory capital requirements.

  • Draft technical interpretation memos and Basel interpretive policy manuals.

  • Prepare ad hoc materials that may be presented to senior management, regulators, etc.

Qualifications

  • Bachelor’s degree in finance, accounting, business, or related field.

  • 7-10 years of regulatory capital advisory experience and/or complex transaction-based background.

  • Comprehensive knowledge of the U.S. Basel III rules.

  • Understanding of complex product structures transacted by large banking organizations.

  • Ability to understand the connectivity between the U.S. Basel III rules, economic risk considerations, and U.S. GAAP/U.S. regulatory reporting treatment for transactions.

  • Excellent interpersonal/influencing skills with proven ability to navigate across a complex organization.

  • Ability to manage multiple priorities; work under pressure to meet tight deadlines; work collaboratively within the team and across the organization.

  • Ability to manage and mentor junior team members.

  • Exceptional written and oral communication skills, including technical writing skills, with proven ability to translate complex concepts into user-friendly language for multiple audiences (e.g., senior management, internal constituents, and regulators).

  • Strong attention to detail and ability to produce high-quality work products.

  • Strong Microsoft PowerPoint and Excel skills and the ability to quickly adapt where required.

$176,720.00 - $265,080.00
