USmax Corporation Program Analyst in Quantico, Virginia

USmax Corporationis seekinga Program Analyst Ito provide senior administrative and management support to the Defense Counterintelligence and Security Agency (DCSA) Field Operations. This role involves complex analytical tasks, supporting Senior Executive Service (SES) level staff, and directly contributing to the strategic and operational planning processes within DCSA. The analyst will play a critical role in ensuring that DCSA's programs are aligned with its mission and strategic goals.

This position is contingent upon contract award.

Duties and Responsibilities:

  • Strategic and Operational Planning:
    1. Coordinate and integrate strategic and operational planning initiatives with DCSA field operations senior leadership, providing guidance, oversight, and evaluation.
    2. Conduct planning activities such as environmental scanning, SWOT analysis, gap analysis, and scenario planning to identify and assess current and future challenges and opportunities for DCSA.
    3. Reengineer and improve strategic and operational planning processes, developing new approaches and methods that serve as precedents for others.
  • Document Development and Management:
    1. Develop and update pivotal documents, including strategic plans, action plans, roadmaps, and frameworks, to communicate the vision, mission, goals, objectives, and strategies of DCSA Field Operations.
    2. Coordinate and collaborate with internal and external stakeholders, such as Field Operations senior leadership, program managers, field offices, customers, and partners, to solicit input, feedback, and buy-in for processes, procedures, and products.
  • Project and Program Management:
    1. Lead projects and studies to develop and integrate strategic and business plans and programs needed to enhance operational tempo to fully meet DCSA mission requirements.
    2. Consult with executive-level strategic planning officials to discern agency strategic goals and objectives and align internal plans accordingly.
    3. Prepare reports, charts, and briefings on the progress, performance, and outcomes of strategic plans, policies, and initiatives, making adjustments as needed to align with agency plans.
  • Analytical and Evaluative Support:
    1. Conduct research and analysis on emerging trends, best practices, and lessons learned in the field of strategic planning and management, providing suggestions for improvement and innovation.
    2. Perform complex and time-sensitive special projects, analyzing and developing recommendations for improvement in operations and objectives.
  • Administrative Support:
    1. Provide administrative support to SES-level staff, including the preparation and presentation of reports, briefings, and recommendations to inform and advise field operations senior leaders and other stakeholders.
    2. Ensure compliance with DCSA field operations strategic and business plans through regular communication and reporting.

Required Qualifications:

  • Proficiency in strategic planning tools such as SWOT analysis, Microsoft Visio, and advanced skills in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Superior oral and written communication skills, with a strong command of the English language.
  • Strong organizational skills and the ability to handle multiple tasks and priorities simultaneously.

Required Experience

  • Demonstrated experience in providing high-level support to senior leadership within a government or military environment.
  • At least three years of relevant senior administrative and management support experience, particularly in strategic planning and program management.

Required Education

  • Bachelors degree in a relevant field required.
  • An additional eight years of relevant experience may be substituted for Bachelors degree.

Security Clearance Requirements:

  • CandidatesMUST have an active TOP SECRET clearance to be cons dered.

Work Location / Schedule

  • Customer location in Quantico, VA. (Telework may be authorized and determined by the locality).

Travel Requirements

  • Occasional travel may be required, not exceeding 15% of the time.
