This position is covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins).
New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

DESCRIPTION OF JOB:
About the Position
This position exists to assist in the administration and enforcement of the Colorado Department of Transportation s (CDOT) Utility Accommodation Code and Outdoor Advertising rules and regulations. This position analyzes the impacts of utility/special use permitting and roadside advertising proposals and ensures compliance with regulations, construction and design standards, specifications, and engineering principles.
This position provides oversight of construction activities and temporary traffic control in CDOT s right-of-way, to ensure the work is completed in accordance with permit terms and conditions and all applicable CDOT specifications and methods on assigned projects of minor complexity.
Major duties and responsibilities include, but are not limited to: Utility Permit Writing and Construction Inspection This position will assist utility owners and local agencies in the planning and administration of utility accommodations within the state right-of-way. Write permits and assist applicants in submitting their permit applications. Facilitate onsite meetings with utility companies. With the guidance of the Utility Engineer and Permit Program Manager, develop requirements and review these requirements with the utility owner prior to writing a permit and prior to construction. Coordinate construction activity, conduct pre-construction meetings and field inspections to evaluate safety, efficiency and adequacy of engineering details, construction practices, methods and materials to assure the final product meets all specifications and conformance to CDOT and industry standards. Act as a liaison between the Unit and any CDOT Specialty Team and the utilities contractor. Ensure quality assurance for all construction materials for repair to CDOT infrastructure through coordination with CDOT Materials Lab staff. Provide information to the Unit Manager on issues involving construction and materials. Assist in maintaining a utility permit database (records) that includes locations of utilities, utility depths, and overhead clearances, dates of issue, expiration dates, extensions, and renewals. Approve and inspect Methods of Handling Traffic (MHT s) and traffic control installations for compliance with permit plans, Traffic Incident Management (TIM) est practices, MUTCD, applicability to construction activity and safety for workers and the traveling public. Follow guidance from senior staff on necessary adjustments for site-specific conditions as necessary. Receive and process requests by contractors for temporary speed reductions through work zones with the Traffic Operations Engineering staff as well as enter lane closures notices into CDOT s public notice platform. Evaluate impact of proposed work on CDOT infrastructure and the public. Regularly coordinate with utility owners to provide guidance on permit requirements and inform them as to what is required to have a permit approved.
Attend pre-design and preconstruction meetings for utility permits, perform inspections to make an assessment as to whether the work is in conformance with the permit and assist the permittees with compliance.
