  • Salary Range: $78,900 - $94,680 annually (Determined by function, education, experience, and qualifications of the applicant. A 15% salary uplift is provided on top of base salary for positions that are worked in New York City or San Francisco, which is subject to change depending on market conditions.) .

Project Overview:

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safety destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.

Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a U.S. Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.

Job Summary:

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Waste Technician at the Pueblo, CO location. This position will report to the Senior Waste Technician Lead at the PCAPP project. The Waste Technician assists in the implementation of procedures for solid waste and hazardous material management during the systemization, operation, and closure phases of the Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP).

This PCAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.

Major Responsibilities:

  • Develop, revise, and maintain plans and procedures including the Hazardous Waste Management and Hazardous Material Environmental Reporting Plan and the Waste Shipment Documentation Procedure.

  • Provide support for subcontract technical representative for waste disposal, recycling, and transportation contractors.

  • Support the development of waste stream characterizations and designations and assist in the creation of waste profiles.

  • Review material requests for waste disposal considerations.

  • Perform and assist in operational self-assessments.

  • Assist in the compilation of reports to include Emergency Planning and Community Right-to-Know Act / Superfund Amendment and Reauthorization Act and Resource Conservation and Recovery Act reports.

  • Perform inspections of waste management areas and activities.

  • Coordinate waste and material sampling activities.

  • Perform a variety of staff support functions in support of the operation’s groups.

  • Support the PCAPP safety culture by working safely, in accordance with procedures, and by enforcing a safe work environment.

Education and Experience Requirements:

Basic Qualifications

  • Bachelor of Science Degree in an Environmental, Science, Engineering, or related field from an accredited college or university within the past 12 months.

  • Must be a U.S. citizen.

  • Ability to successfully pass pre-employment and ongoing drug and alcohol testing.

  • Ability to successfully pass pre-employment physical and be able to work safely at an operating waste treatment facility.

  • Ability to successfully complete required training classes including Hazardous Waste Operations and Emergency Response training.

  • Must be able to obtain and maintain unescorted access to the Depot.

  • Excellent written and oral communication skills.
