DESCRIPTION

About the Position

Lane County’s Technology Services Department is seeking a detail-oriented and data-driven Operations Analyst, Sr to join our team. This critical role will provide advanced analytical support to optimize operational processes, drive financial efficiency, and support data-informed decision-making. The successful candidate will contribute to key departmental initiatives, including data financial analysis, replacement fund analysis, data visualization, and collaborative project management.

Responsibilities:

  • Perform analyses of the Technology Services replacement fund to ensure financial sustainability and operational alignment.

  • Develop and maintain data dashboards to support transparency, performance monitoring, and strategic planning.

  • Financial analysis and provide actionable insights to enhance departmental efficiency and decision-making.

  • Provide research and analytical support for collective union bargaining efforts and prepare data-driven presentations for leadership.

  • Collaborate with cross-functional teams, including the Software Administrator and Technology Support Services Supervisor, to meet Countywide operational and replacement needs.

  • Lead and manage non-technical projects, ensuring timely delivery of outcomes aligned with departmental objectives.

  • Apply critical thinking to solve complex problems and improve systems and processes.

  • Develop and leverage datasets and technology industry studies to identify trends, patterns, and areas for improvement in the operation of Technology Services at Lane County. Includes planning for ongoing changes to how services and charged and billed do to cloud migration.

  • Review and develop changes to technology APM’s in partnership with the TS Management Team. These policies will be reviewed with HR, County Counsel and Unions for bargaining impacts in coordination with Labor Relations and Counsel.

  • Develop and implement strategies to enhance operational efficiency and reduce costs.

  • Provide data-driven insights to support strategic initiatives and decision-making.

  • Track and report on key performance indicators (KPIs) to ensure operational goals are met.

  • Oversee the software administrator ensuring optimal use and management of software tools and systems.

  • Work closely with other departments to ensure data-driven decision-making across the organization.

QUALIFICATIONS

Training & Experience:

  • Eight years of education and/or experience in public or business administration, public affairs, or similar; or a combination sufficient to successfully perform the essential duties of the position.
