BlackRock Global Markets and Index Investments (BGM) brings together BlackRock’s index equity, index fixed income, global trading, securities lending, cash management, ETF markets, and financing and financial resource management businesses to deliver investment, trading, financing and risk management excellence for clients every minute of every day. The BGM Advocacy team is part of the BGM Platform & Ecosystem Strategy team and is responsible for driving the evolution of capital markets around the world.

The mission of the BGM Advocacy team is to make markets more investable. We drive growth by introducing new ways to modernize markets and set industry standards, and we anticipate challenges by engaging with internal and external stakeholders early and often, ensuring that BlackRock’s and our clients’ interests are advanced and protected.

Our approach to advocacy is centered on three pillars:

  • Setting our strategy: We connect horizontally across our markets and investments engine and with our partner teams to identify the most pressing issues for our clients and our business. We build alignment and create visibility around our priorities to make markets more transparent, resilient, and accessible.

  • Activating the industry: We use our voice to advocate for investors and our clients, and shape how we “show up” in markets. We engage with external partners in and around the capital markets ecosystem (e.g., liquidity providers, index providers, trade associations, exchanges, and policymakers) to amplify our impact.

  • Driving implementation: We leverage our capital markets expertise to ensure that BlackRock and the industry are ready to respond and adapt to policy and market structure changes. We establish a feedback loop so that changes can be digested back into the business (e.g., making necessary updates to workflows).

Your role and impact

We are seeking a Vice President to lead critical initiatives to help build transparent, resilient, and accessible markets. This person will play a meaningful role in setting and executing on BGM’s global advocacy priorities, partnering closely with the Global Head of Advocacy and teams across BlackRock.

Your responsibilities

  • Lead a subset of BGM’s global advocacy priorities, including developing principles, engagement strategies, and activation plans. Topics may include equity and fixed income market structure, indexing and exchange traded funds (ETFs), settlement efficiency, collateral and clearing, and digital assets.

  • Identify opportunities for BlackRock to play a leading role in transforming markets, including ways to engage partners across the capital markets ecosystem to build support.

  • Collaborate with BlackRock’s Government Affairs and Public Policy (GAPP) team to execute on BGM’s public policy initiatives (e.g., lead BGM’s response to regulatory proposals, develop and execute policymaker engagement strategies, support business leadership’s meetings with policymakers, etc.)

  • Oversee response strategies and talking points for market events that necessitate broad awareness across BlackRock

  • Respond to ad-hoc requests for content, feedback and insights (e.g., input for town halls, Board meetings, briefing memos, etc.)

  • Contribute to the strategic direction of the Advocacy team (e.g., identifying ways to increase visibility and partnership internally and externally)

You have…

  • A passion for markets, with market structure expertise strongly preferred

  • An interest in public policy and an investor-first mentality with a desire to effect significant change

  • Exceptional judgement with ability to independently lead cross-functional projects with a high degree of visibility

  • Excellent written communication skills, with proficiency in adapting communication styles based on format (e.g., memos, whitepapers, etc.)

  • Strong interpersonal skills with experience engaging and influencing a diverse set of partners, including senior leaders

  • Proven project management and organizational skills, with high attention to detail and sense of urgency

  • Ability to work in entrepreneurial environment and to be a motivated and adaptable self-starter

For New York City only: The salary range for this position is $137,500 - $194,000. Additionally, employees are eligible for an annual discretionary bonus, and benefits including heath care, leave benefits, and retirement benefits. BlackRock operates a pay-for-performance compensation philosophy and your total compensation may vary based on role, location, and firm, department and individual performance.
