POSITION SUMMARY

The Manager, Test Creation Administration is responsible for overseeing the team of test creation administrators responsible for varied and complex technical duties in support of test creation and Assessment Specialist staff. This role involves coordinating the assessment support process, ensuring the accuracy and quality of assessment support, and collaborating across Assessment Operations to meet organizational goals. The Manager will also oversee the quality of work of the Test Creation Administrators, provide leadership and training to the team, and ensure compliance with relevant standards and regulations.

RESPONSIBILITIES

  • Lead, mentor, and manage a team of test creation administrators.

  • Conduct regular team meetings to review progress, discuss challenges, and strategize on upcoming projects.

  • Develop and implement training programs to enhance the skills of the team members.

  • Direct the work of the test creation administration staff, ensuring efficiency through the effective utilization of assigned resources, revising procedures, and devising alternative methods to improve workflow.

  • Assist in budget preparation or other business process analysis, reporting and control activities.

  • Oversee the authoring and editing of test items in the item bank system(s).

  • Oversee the process for assembling tests or pools of items using the test assembly system.

  • Accountable for the evaluation of item pools in light of test specifications and oversees the management, implementation, and coordination of related aspects of the test development process such as inventory and workflow management.

  • Work closely with Assessment Specialist leadership, subject matter experts, and other stakeholders to align assessments with educational or organizational goals.

  • In partnership with Assessment Specialist leadership, determine planning and implementation of the test development schedule and communicate scheduling, budget and workload issues to process specialist and resource/financial analysts.

  • Partner with Assessment Specialist leadership to address and resolve any issues related to test quality and reliability.

  • Represent the test creation team in cross-departmental meetings and projects.

  • Advise Assessment Operations staff on technical support assistance and when to escalate issues.

  • Implement and maintain new processes and/or process improvements to achieve shorter cycle time, create efficiencies, reduced costs, greater customer satisfaction and quality maintenance.

  • Encourage innovation and the adoption of new technologies and methodologies such as bots and automations.

  • Adhere to ethical standards and comply with the laws and regulations applicable to your job function.

SKILLS

  • Demonstrated project management skills

  • Advanced level skills with Microsoft applications (Outlook, Word, Excel, PowerPoint, Power

  • Aps, Forms, One Drive, SharePoint)

  • Advanced level skills with project management software (Jira, Miro)

  • Ability to apply agile methodologies to streamline technical processes ensuring efficient project management and delivery

  • Ability to navigate ambiguity and effectively manage change, ensuring team adaptability and continuous improvement in a fast-paced environment

  • Excellent verbal and written communication skills

  • Strong people management skills, including the ability to effectively plan, monitor, influence, negotiate, supervise and delegate

  • Ability to handle multiple tasks/projects concurrently is a must

  • Attention to detail and must demonstrate high degree of accuracy

  • Superior time management skills, attention to detail and the ability to work effectively in a fast paced environment, meeting multiple tight deadlines is crucial to success in this role

  • Proficiency with test development software and tools.

EXPERIENCE

  • Bachelor’s degree in education, Psychology, or a related field.

  • Minimum of 5 years of experience working within test development or educational assessment.

  • Proven experience in a leadership or managerial role.

  • Thorough working knowledge of the test creation system and how it relates to other activities in the test creation and delivery process.

  • Thorough knowledge of ETS policies and procedures that relate to project responsibilities in order to facilitate completion of assigned projects.
