Job Description Summary:UCAR is excited to announce the job opening for the CPAESS Program Specialist II role. This position is responsible for providing programmatic and administrative support for NOAA's Geophysical Fluid Dynamics Laboratory (GFDL) across various program functions, including foreign national approvals, travel management, and program data reporting. The individual will also be responsible for preparing and analyzing technical and administrative reports, facilitating data correspondence, managing records databases, and contributing to additional and growing program needs.

Work Location: This position is open to candidates seeking in-person and hybrid (combination of in-person and remote) opportunities. Regardless of flexible work arrangements, UCAR requires ALL positions to be performed within the U.S., excluding U.S. Territories.

What You Will Do

Here is a brief summary of what one would expect to be generally responsible for in this role.

Administrative Support and Coordination

  • Serve as a staff specialist providing both programmatic and administrative support in areas of travel, foreign national approval processes, and reporting of both technical and other relevant program needs.

    • Respond to and address requests and approvals needed for foreign national visitors clearing through the Office of Security to access GFDL facilities.

    • Respond to and address travel requests that require program and budget approvals.

Reporting & Data Management Analysis

  • Prepare recurring technical and administrative reports such as fiscal reports, review of cost transactions, and reconciliation of minor discrepancies.

  • Facilitate the collection, storage and analysis of program correspondence and data.

    • Manage the records database system.

  • Develop and administer correspondence and reporting summaries with the program team.

Strategic Program Support & Relationship Management

  • Serve as program support for building and maintaining strategic program relationships and contributions to management support assignments.

  • Identifies and advocates for program needs in response to work environment and demands of the program.

Education & Experience

  • Bachelor's degree in science, education, public administration or a related field;

  • 2 years of relevant program experience;

    • Or an equivalent combination of education and experience (such as a Master's degree and one year of experience).

Knowledge, Skills, and Abilities

  • Skill in preparing technical and administrative reports, and giving oral and written presentations.

  • Demonstrated skill in records management.

  • Good oral and written communication skills.

  • Demonstrated ability in managing projects and outcomes of moderate complexity and impact.

  • Demonstrated skill in managing internal and external security clearance programs.

  • Skill in identifying program opportunities and problems and suggesting courses for action.

  • Demonstrated skill in conducting material and property inventories.

  • Demonstrated ability in conducting administrative tasks such as collection and analysis of program data.

  • Skill in the use of administrative computer software.
