The Job:
This is a highly responsible professional position that assists the Office of Court Operations with the successful implementation of the Judicial Branchs electronic filing and case management system (Maine eCourts). The EFS Manager (EFSM), under the supervision of the Director of Court Operations, will be responsible for management of the submission review process in the electronic filing system and supervision of some Court Operations staff. The EFSM participates in the design of the user support system for the Electronic Filing System and oversees the support process at all levels, both external and internal to the JB, The EFSM will also assist in integrating the governing statutes, Administrative Orders, and rules into the electronic court systems, including access to electronic court records and use of the Electronic Filing System.
The EFSM is required to have a thorough and legally sound understanding of the framework in Statutes, Court Rules, and Administrative Orders related to the EFS and records access systems, including the elements that govern the security of nonpublic records. This position will work closely with the Supreme Judicial Court, Judges, Justices, and attorneys throughout the State and requires the ability to effectively communicate with lawyers, unrepresented people, and other users of the Maine state courts in which the electronic systems have been implemented.
EXTENSIVE STATEWIDE TRAVEL IS REQUIRED (including overnight stays).
Responsibilities:
Understand the statutes, rules and administrative orders regarding public/nonpublic information and court records stored in Maine eCourts.
Develop an expertise in the public and nonpublic aspects of electronic court records, including the Maine Rules of Electronic Court Systems, with an ability to assist staff to assure that nonpublic records are treated confidentially and an ability to assist the public in accessing records.
Develop an expertise with the Electronic Filing System and electronic court access, both in Maine and throughout the country.
Manage the court procedures and protocols applied by court staff in the Maine eCourts review process.
Supervise certain members of the Court Operations staff who are assigned to work on Maine eCourts.
Attend and make presentations at public meetings on Maine eCourts including access to the electronic records and assist in the effective communication of the position of the MJB and the recording and processing of feedback for consideration by the Supreme Judicial Court.
Develop training and oversee others in developing on-line tutorials, forms, help-line materials, resource materials for use by the public using statutes and court rules.
Develop clear and effective electronic filing policies and protocols working in a team environment with Court Operations staff and management, OIT representatives, the Communications Team, Judges and magistrates, and internal and external project managers to implement the electronic filing and case management systems integrated in Maine eCourts.
Assist the Maine Judicial Branch in developing a change management strategy relative to the implementation of e-filing and the electronic case management system.
Document court business rules and procedures, and forms, and ensures case management system functions in accordance with expectations.
Make policy recommendations to the Director of Court Operations.
Participate in developing responses to questions posed to the court operations group related to the use and operation of Maine eCourts.
Participate in user acceptance testing and trainin g of new system configuration and functionality from the perspective of an outside user.
Provide technical assistance in training, mentoring, and coaching system users.
Be part of a team that develops training curriculum and conducts formal training.
Along with the Director, takes initiative in augmenting and amending job responsibilities to respond to the changing needs of the public and the Judicial Branch as new technologies are implemented.
Participates in public speaking and drafting of written external communication as required.
