Veterans Affairs, Veterans Health Administration Supervisory Mobility Transportation Specialist (Mobility Manager) in Prescott, Arizona

Summary The primary purpose of this position is to manage all Veteran Transportation Program (VTS) and Beneficiary Travel (BT) activities, including Patient Transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation. The position within Prescott VA also supervises/ensures the VTS and BT processes comply with regulatory guidance, while assuring program effectiveness. Responsibilities Duties included but not limited to: Manage the Veterans Transportation Program (VTP) Program at the facility and Veterans Transportation System (VTS) Drivers/Motor Vehicle Operators provide safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments within the Medical Center's catchment area. Manage demand against available resources to increase access to medical care through the Medical Centers organic transportation resources. Orchestrate travel for the Medical Centers Beneficiary Travel (BT) eligible enrollees through mileage reimbursement and contracted travel modes. Manage the Medical Center's Veterans Transportation Program services under the AD within the VAMC by planning, developing, evaluating, marketing and directing key administrative activities in multiple programs related to transportation system for Veterans, active duty servicemembers, Caregivers and others in metropolitan and rural/remote rural areas, especially those which are disabled, frail, elderly or receiving life dependent treatments (dialysis, chemo therapy, radiation therapy, etc.). The Mobility Manager is directly responsible for completing the Needs, Resources and Stakeholders Assessment in collaboration with the other services represented on the VTP Board of Directors, as well as Veterans and community stakeholders. The Mobility Manager develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegation of authority, management controls, information and documentation systems, and similar functions of management. Provide consistent and effective outreach to community transit authorities and develops Memorandums of Understanding (MOUs) for collaborative relationships with local/regional recipients of the Veterans Transportation Community Living Initiative (VTCLI) grants managed by the Federal Transportation Agency. Examples of specialized experience would typically include, but are not limited to: Analyze and evaluate information pertinent to the efficient and effective operation of Veteran Transportation Program; Subject Matter Expert on VA ride scheduling software and applications within the VTP Program; evaluate efficacy of improvements (such as monitoring timeliness and supply and demand for new transportation resources and routes); knowledgeable of the Beneficiary Travel CDW- Behavioral Tools/ Audit policy and process as well as Special Mode policy and procedure guide. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three full academic years of progressively higher level graduate education leading to such a degree in one or LL.M. if related. Note: coursework must have equipped you with the knowledge, skills, and abilities necessary to do the work of the Supervisory Mobility Transportation Specialist position. You must have an combination of specialized experience and education beyond a Ph.D. or equivalent doctoral degree or three full academic years of progressively higher level graduate education leading to such a degree in one or LL.M. if related. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Travel will be required on a periodic basis.
