Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are: A bachelor's degree and three years of professional experience in one or more of the following areas: • Administration of federal, state or locally funded grant programs• Preparing and processing applications for disaster mitigation/recovery projects• Processing requests for grant project payments and performing financial reviews required for final payment• Damage assessment and identification of appropriate assistance funding programs• Review of action plans or planning, organizing, and coordinating disaster recovery programs involving local, state and federal agenciesSubstitution: A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.Provisional, 55b/c, and Non-Competitive Promotion Qualifications:You may also be eligible for a provisional appointment if you meet the qualifications below:Either 1. seven years of qualifying experience, which must include one year of supervision of subordinate staff;Or 2. an associate degree and five years of qualifying experience, which must include one year of supervision of subordinate staff;Or 3. a bachelor's degree and three years of qualifying experience, which must include one year of supervision of subordinate staff;Or 4. a bachelor's and a master's degree and two years of qualifying experience, which must include one year of supervision of subordinate staff;Or 5. a bachelor's degree and a juris doctorate and two years of qualifying experience, which must include one year of supervision of subordinate staff.Qualifying experience in one or more of the following areas:• Administration of federal, state or locally funded grant programs• Preparing and processing applications for disaster mitigation/recovery projects• Processing requests for grant project payments and performing financial reviews required for final payment• Damage assessment and identification of appropriate assistance funding programs• Review of action plans or planning, organizing, and coordinating disaster recovery programs involving local, state and federal agenciesSubsequent 55b/c Qualifications:A subsequent 55b/c appointment may be considered if you have one year of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 21 or above. To be considered, you must provide a copy of your letter of eligibility with your response.If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the direct promotion field, must not have failed, or failed to take the last holding of the promotion examination for the title listed above, and must meet the qualifications listed above.Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 52.6 of the Civil Service Law.

Duties Description The incumbent will report to Disaster Recovery's Public Assistance Field Office located in Poughkeepsie, NY. Duties include but are not limited to:• Provide management level oversight for federal disaster assistance grants to repair and replace infrastructure and implement mitigation measures in future disasters.• Direct and coordinate assessments of damaged areas following emergencies and disasters.• Understand and be conversant in federal regulations, policy, and guidelines related to the various disaster assistance programs to include the Robert G. Stafford Act, 44 Code of Federal Regulations (CFR), 2 CFR, FEMA policy and guidance, U.S. Small Business Administration Disaster Assistance Program, Office of General Services procurement policies, Office of the State Comptroller policies, Division of the Budget policies, and related information as appropriate.• Provide direct guidance to state agencies, local governments, and not-for-profit organizations on Recovery program objectives, strategies, rules, and regulations.• Function as primary subject matter expert, consultant and interpreter on all applicable state and federal laws, rules, regulations, policies, and protocols.•Compile data and drafts program and financial disaster specific section letters and reports on the status of programs, projects and funds, responses to FEMA, state agencies, and applicants as directed.• Draft project narratives, identify expenses and review for eligibility and accuracy for reimbursement, and reconciliations of the same.• Establish and monitor FEMA program deadlines and reporting requirements, and communicate regularly with FEMA, state, local, voluntary, not-for-profit organizations, and staff.• Interface on a regular basis with FEMA regional staff to facilitate rapid resolutions to emerging issues and ensure that program objectives are met.• Perform the full range of supervisory responsibilities.• Perform other duties and special projects as required.• Travel may be required (approximately 25%), including during evening and weekends, depending on assignment.• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.• Perform other duties as required.Work schedule may vary based on operational need.

Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired before May 2024 will be appointed on a temporary basis. In May 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period.At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.NOTE ON TELECOMMUTING: Employees are required to apply and obtain approval through management to telecommute according to the agency’s Telecommuting Program Guidelines.
