DEPARTMENT SUMMARY

The Facility Management department supports 24 PGE facilities including office spaces, operations centers, training centers and more for a total of 1.3 million square feet, serving more than 2,600 employees. Our focus is to provide strategic project and property management in the areas of building operations, maintenance, construction, cost-estimating, operational efficiency improvements, contracting, budgeting, capital improvements and strategic planning.

POSITION PURPOSE

This role is responsible for leading maintenance programs, optimizing building and site operations, ensuring compliance with health and safety standards, managing budgets, and fostering vendor relationships. This role will work both independently and with other facilities staff members to support tasks.

ESSENTIAL JOB RESPONSIBILITIES

50% - Facility maintenance, repair, and operations

Coordinate and oversee contractors, materials and client expectations for routine maintenance and repair of facilities.

Understand and manage building systems, including HVAC, plumbing, electrical systems, and general repairs. Manage operational programs and projects utilizing established and appropriate project management methodologies.

Assist in the development of contract specifications and construction drawings. Independently write contract language for assigned work.

Partner with internal departments to gain pre-approval of projects and scope of work. Conduct competitive bidding; make recommendations.

Meet with managers and site representatives to review potential operational changes and related facility needs; determine costs and solutions, provide timelines for completion, implement appropriate actions and follow-up.

Conduct regular inspections and audits to ensure facilities meet operational and safety standards. Ensure compliance with building codes, governmental regulations, and safety requirements at facilities and sites.

Respond to building-related emergencies and major problems or issues at facilities/sites when needed.

Partner with other department members to ensure seamless projects for our clients from small repairs and improvements to large capital projects.

Maintain accurate records of inspections, maintenance, and capital improvements.

25% - Strategic planning and corporate objectives

Develop recommendations and provide cost-effective strategies for long-term use of facilities, sites, and associated workspaces.

Support and implement best practices consistent with PGE’s Sustainability Policy.

Ensure continuing improvement in the energy efficient operation of all facilities. Provide recommendations and develop cost benefit for upgrades in lighting, controls, and HVAC systems. Coordinate completion of projects and the submittal of required documentation.

Maintain database for short- and long-term planning for office upgrades, O&M projects, and capital improvements.

25% - Budget planning and financial reporting

Assist in preparation of annual operating and capital project budgets for all facilities. Collaborate with internal departments, Workplace team, and Facilities project managers to survey, evaluate, prioritize, estimate, and recommend capital improvements, operational and maintenance projects for all facilities and sites. Review, control and approve expenditures, process work requests, purchase orders and requisitions.

Analyze and evaluate vendors and contracts, determine cost-effective solutions, and provide recommendations.

Maintain database for short and long-term office upgrades, capital, and O&M maintenance projects.

Accurately track time spent on capital and O&M work.

COMMUNICATIONS (description and reason for contacts)

Internal communications:

Facility Department to interact with co-workers, coordinate work, discuss projects and provide leadership, as needed.

Environmental services, Security, Operations, and Safety & Health, to address issues and resolve problems related to workplace environments.

Finance and accounting to determine budgeting, project costs, purchasing, work requests, financial reports, and payment processing.

Other PGE department managers and employees to discuss facility, site, and space needs, provide information and resolve issues.

External communications:

Contractors, vendors, and suppliers to negotiate pricing, obtain project estimates, administer contracts, and resolve issues.

Government agencies to process building permits, discuss code requirements, environmental issues, and fire system inspections.

Architects, designers, and construction managers to review, describe and interpret drawings, plans, the scope of work and specifications.

CHALLENGES (complexity and diversity of actions)

Balance ongoing work assignments with unanticipated/crisis response assignments.

Successfully coordinating and integrating multiple and diverse functions.

Consult on building systems and equipment design for a wide range of projects, and work with other engineers, project managers, and construction professionals as needed to create and modify design parameters.

Interact with government authorities in representing the company on matters related to building permits, codes, and regulations.

Meeting design and project management schedules, maintaining budgets while managing client and departmental expectations.

Successfully negotiating contracts.

Prioritizing projects and workload.

Ability to work independently to solve issues while aligning decisions with Facilities strategies and standards.

DECISIONS MADE (this position makes the following decisions)

Determine resources necessary to accomplish objectives, set priorities and make appropriate adjustments as needed.

Schedule work assignments for department personnel and outside contractors.

Resolve issues, disputes and problems related to employee work environments and determine effective solutions.

Make recommendations for capital expenditures based on financial analyses of project cost estimates and payback periods.

Prioritize work and establish deadlines subject to budget, client needs, and department goals.

KNOWLEDGE/SKILLS/EXPERIENCE REQUIRED

Education:

Typically, a 4-year degree in Real Estate, Engineering, Construction or Business, or a 2-year degree with 3-5 years’ experience in facility/property management, construction management plus experience in the construction or facilities management industry.

Experience:

Comprehensive knowledge of principles and terminology of building systems, facility management, project management, and sustainability.

Working knowledge and comprehension of construction drawings, specifications, building codes, OROSHA, ASHRAE, ANSI standards, and other governmental requirements.

Knowledge of budgeting, financial reporting, real estate leasing and incident command system (ICS).

Strong and demonstrated aptitude for organizational/project management with excellent customer relations skills.

Proficient in MS Office suite and computer literacy.

Certifications:

Facility Management Professional (FMP), Certified Facility Manager (CFM), Facilities Management Certificate (FMC), Project Management Professional (PMP) or related certification preferred.

Substantial ability to learn new skills, terminology, business processes and apply them to the business of facility management.

Ability to work in a team environment and collaborate effectively; understand human behavior characteristics and manage client expectations.

Substantial problem solving, conceptualization and creativity to evaluate and determine best resolution, to a wide variety of facility/client issues where both standard and non-standard principles and guidelines may exist.

Substantial decision-making skills related to business processes and prioritization of work.

Substantial skills required to work independently, analyze problems, provide solutions, and implement plans.

Intermediate knowledge of budgeting

Ability to prioritize tasks and work under deadlines.

Good communication skills, both verbal and written.

Good driving record, personal vehicle available for use, and valid driver's license required.

Ability to drive between multiple PGE locations on a weekly basis as needed.

Ability to work extended hours to resolve facility issues.

Ability to work off-hours and weekends to accomplish project priorities.

Ability to respond 24/7 to emergency and non-emergency events at facilities.

Ability to lift up to 70 lbs.

Ability to use ladders to access rooftop locations.

PGE supports hybrid flexible work arrangements; and will have a combination of in-the-office and working offsite. This individual must be based within 75 miles of the work location and will be required to work in-the-office at least once a week. However, these arrangements may change due to business needs or changes in responsibility.

Compensation Range:

$87,225.00 - $145,375.00

Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
