The Position

Job Appointment: Full time

Work Schedule: Monday - Friday 40 hours a week

Work Location: Remote work, which must be performed within Oregon or Washington. Position Summary

The Portland Water Bureau is seeking an Analyst II to join the Contract Administration Branch Team!

The Contract Administration Branch is within the Water Bureau’s Engineering Services Group. The section’s work plays a vital role in the procurement process used in design and construction. Work in this section includes procurement and contract administration support to capital improvement program projects, including the Bureau’s ten-year requirement for filtration plant design and construction. Services provided by CAB include procurement guidance and contract development and acquisition; establishing best practices for improving contract administration for workgroups; directing and overseeing the Bureaus process for submission of council actions associated with procurement actions; and, assistance to improve efficiency, effectiveness and equity in Bureau procurements. The team in collaboration with Bureau and City equity efforts, works to establish methods, tools, support, and procedures to improve involvement from BIPOC and women-owned businesses in Bureau contracting. The work can be fast paced to meet project delivery timelines, but you’ll be working within a team that is committed to supporting each other and working with the common goal of providing a high level of service to our customers.

The Analyst II position is assigned to the Water Bureau, Engineering Services Group’s Contract Administration Branch. As a key member of the team, you will collaborate with capital project delivery teams to coordinate and administer the procurement needs for projects, assist to ensure cost control, contractor performance and legal compliance is maintained; and, provide technical and procurement planning support to project managers. The position is responsible for performing advanced-level logistical, financial, statistical, and other management analyses and maintains policy, procedure and legislative rules and statutes in support of contract development and implementation. The Analyst II works independently to develop, provide assistance, and lead a process for program and project managers in the administration and enforcement of the requirements of a wide range of Social Equity Contracting Programs and ensuring provisions of the Bureau and City Social Equity Contracting Strategies are adhered to by contractors and vendors on CIP and other bureau related contracts.

Do you have a background as an Analyst II professional, and are you reliable, detailed, and organized?

  • You will perform the most complex professional contracting work requiring a substantial level of professional training and experience. Work entails the use of sound, independent judgment and the application of knowledge gained through education, professional training and experience related to contract law, City of Portland procurement codes, City Social Equity Contracting Strategies, and council process, as well as Water Bureau rules and regulations.

  • You will prepare written correspondence, reports, and legal documents including contracts, intergovernmental agreements, council documents and task orders to facilitate the procurements for professional, technical, and expert services, goods and services, and construction work.

  • You will ensure bureau solicitation processes are fair and equitable, and designed to attract diverse and responsive bids and proposals.

  • We are looking to develop a bureau-specific policy to prioritize contracting and procurement of goods from DMWESB-SDVBE vendors for the bureau’s capital projects. One of your main roles will be to develop, implement and manage strategies to promote applicable contracts as a small business direct appointments, market and attend outreach and capacity-building workshops offered by the City for potential small-bid contracting opportunities, assisting project managers to continue mentorship through the City Prime Contractor Development Program to help grow and develop opportunities for contractors and service providers, and, develop and implement a bureau-specific project manager training curriculum with an contract equity focus, centering the needs of BIPOC communities and women owned businesses.

  • You will develop document templates and procedures for use by staff and consultants and provide the training on how to use that material and information during the development of procurement actions.

  • You must be able to work on a multitude of tasks and understand/respond to various situations in a fast-paced environment; and be an organizer and planner who thrives on details and is uncompromising in consistency and accuracy.

  • Meeting strict deadlines and understanding the importance of managing a dynamic and changing workload will be key for success.

  • You must be able to communicate clearly, concisely, and effectively, both verbally and in writing, and prepare comprehensive and legally sound documents and reports.

  • You will provide information on the City’s procurement and equity in contracting processes to project managers, contractors and various stakeholders; draft and present analyses, observations, findings, conclusions, and recommendations regarding contractor's equity performance and other procurement milestones to supervisors, managers, and City officials through written reports, oral presentations, and public forums.

  • Your work will involve meeting with contractors and project managers to present contract equity reports; negotiating revisions to contracts; resolving problems, attending public meetings, and gathering information.

Do you like working in a collaborative team environment?

  • This job is highly collaborative. You will report to the bureau’s Contract Administration Branch Manager and work closely with employees from all over the bureau, but especially with the bureau’s Filtration Plant Design and Construction Manager(s) and project delivery team stakeholders for the bureau’s capital projects.

  • You will provide day-to-day guidance to bureau staff and consultants on the importance for ensuring that approved purchases are of a sufficient quality, cost-efficient and effectively supports the project and bureau’s mission, objectives, and values.

  • You will attend public meetings including pre-proposal, pre-bid, Council sessions, and discuss and assist in proving information about the procurement equity process being used for project solicitations.

  • You will establish and maintain collaborative and effective working relationships with managers, staff, consultants, independent appraisers, title search firms, other public agencies, property owners and others encountered in the course of work.

  • You will collaborate in the preparation and presentation of ordinances to City Council and coordinate with various City groups including the City Procurement Compliance Office and the City Attorney.
