Summary This position is located in the Finance Service of the John J. Pershing VAMC. The functional duties of this position are to perform the technical responsibilities of the Accounting section supervised by the Chief of Accounting. Responsibilities Major Duties: Incumbent will be responsible for reviewing all purchases placed by medical center staff by purchase card or obligation for propriety of purchase, correct costing and timeliness of submission and make necessary costing corrections. Incumbent will review obligations on a monthly basis and during posting of payments for validity of open obligation. Incumbent has responsibility for monthly and quarterly reports for which he/she must maintain and compile data. The reports are comprehensive and require exactness in submission of required data to meet regulatory criteria. Incumbent will be responsible for the Non-Healthcare Debt program, including accounts receivable follow-up, repayment plans and analysis of outstanding receivables. Incumbent will provide management with trending of collections and insures the program meets the criteria for performance monitors placed on the Non-Healthcare Debt program. Incumbent is responsible for the preparation, research and completion of proper adjustments and non-payment collections. Incumbent will analyze, plan, initiate, coordinate and implement actions required to maximize collections of non-healthcare account receivables and ensure that accounts are properly closed out. Incumbent will review, analyze and correspond to inquiries of non-healthcare debtors, erroneous payments, credit memorandums and miscellaneous debts due the Federal Government. Incumbent will maintains computer and memorandum records of debts to document collection efforts and to prepare reports for management. Incumbent will insure that all pertinent information is gathered and input into the appropriate VISTA database and Financial Management System (FMS) timely in order to provide a more complete and accurate receivable database. Incumbent will be responsible for processing or backing up the employee travel authorizations and expense reports, posting and reconciling the General Post Fund, posting and reconciling Patient Funds and other support duties for the finance section of the medical center. Incumbent will perform technician level reconciliations and help support the accountant in providing information for decision making. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience tracking and trending financial data, compiling and validating data from multiple sources; Experience gained while reviewing financial data to ensure compliance with regulations and laws governing the use of funds; and experience using computerized accounting systems to enter and evaluate data. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
