Program Manager for MSC (Multi-Sectoral Community Program)

Summary Purpose for the Position

Establish CDBG-DR programs governance structure, roles, and responsibilities, and develop a roadmap or timeline to guide program execution. Provide leadership, guidance, and support to case managers and teams working within the multi-sectoral community program.

Requirements (Education, Experience, Certification, Knowledge, Skill)

Bachelor degree or at least three (3) years of experience in program/project management positions in program/projects funded by Housing and Urban Development of the United States (HUD).

A project management certification must be approved within 6 months of employment.

Position Responsibilities

Identify and engage with key stakeholders, understanding their needs, interests, and expectations.

Allocate and manage resources across projects within the program, ensuring optimal utilization and alignment with program goals.

Monitor resource availability, address conflicts, and facilitate resource sharing and collaboration.

Identify, assess, and manage risks at the program level. Conduct risk assessments, develop mitigation strategies, and monitor risks throughout the program lifecycle. Proactively address potential issues and develop contingency plans.

Establish effective communication channels to ensure transparent and timely information flow among stakeholders.

Establish a change management process to address program scope changes and assess their impact on timelines, resources, and deliverables.

Conduct program evaluations and lessons learned sessions to identify areas for improvement and best practices.

Provide leadership, guidance, and support to project managers and teams working within the program.

Foster a collaborative and high-performance culture, encourage teamwork, and facilitate knowledge sharing and professional development.

Monitor and ensure compliance with federal regulations, policies, and procedures related to housing and urban development programs.

Develop and implement compliance monitoring plans and protocols to ensure adherence to program requirements.

Investigate and resolve complaints and allegations of non-compliance with HUD regulations.

Prepare reports and documentation on compliance activities, findings, and recommendations for corrective action.

Participate in HUD inspections and audits, providing necessary documentation and support.

Conduct risk assessments to identify potential compliance risks and develop strategies for risk mitigation.

Maintain accurate and organized records of compliance activities, reports, and documentation.

Working Conditions/Environment

The Program Manager office will be located in Ponce, Puerto Rico.

Requires frequent travel to program communities throughout Puerto Rico as well as to San Juan.

Requires flexible work hours including nights and weekends.

Transportation Requirement

Position requires automobile, driver’s license and insurance.
