Naval Supply Systems Command Transportation Assistant (Freight) in Point Mugu, California

Summary This is a public notice flyer to notify interested applicants of anticipated vacancies through the Certain Competitive Service / Modified Direct Hire Authority. Responsibilities You will manage shipment solutions effecting off-station shipping of general freight, hazardous materials, Arms, Ammunition, and Explosives, classified, high dollar value, fragile, security-risk aviation and ship materials. You will ship materials using all modes of transportation. You will make informed decisions based on cost analysis to be determined by material characteristics/classification, dimensions and weight, urgency of need, and customer mission requirements. You will serve as a freight/Small Package Express (SPE) shipping technical consultant and advisor, providing technical advice and administration of all customer shipments. You will perform as technical advisor on transportation policy matters, providing tracking formation, liaison between military transportation, commercial carriers, customers, and tenant commands. You will review shipping laws, regulations, and procedures, and exercise considerable independent judgment to identify priorities and interrelationships to execute customer's required delivery date. You will review shipping requests for accuracy, communicate with the customer when needed, make corrections, and forward shipping request to the Regional Transportation Office (RTO). You will analyze the material dimensions and weight to determine specific handling, packing, loading or type of carrier tracking or equipment required. At the GS-05, you will perform developmental duties as assigned. Requirements Conditions of Employment Qualifications For GS-05: Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-04) or pay band in the federal service or equivalent experience in the private or public sector performing clerical and administrative support duties related to transportation, assisting in organizing shipments, and/or advising customers on transportation process. Examples of specialized experience include the following: 1) Assist in performing shipment assignments under close supervision; 2) Following instructions and procedures for warehousing, packing, and shipping materials; 3) Utilizing automated systems to record transportation data; 4) Identifying and informing Senior Supervisor of discrepancies found in the shipping process. For GS-06: Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector through identifying modes of transportation, determining appropriate shipping methods, and advising customers on transportation issues. Examples of specialized experience include the following: 1) Analyzing material dimensions and weight to determine specific handling, packing, loading, or type of carrier equipment required; 2) Performing cost analysis and market research to facilitate the purchase of supplies and materials; 3) Communicating with customers to obtain their shipment needs and services desired; 4) Preparing maintaining various files such as bills of lading, invoice and shipping documents, etc.; and 5) Utilizing automated systems to document records and data. Education For GS-05: You may qualify on education if you have successfully completed four years of education above high school or a combination of education and experience that totals 1 year. For GS-06: There are no educational substitutions for this series at this grade level. Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
