Summary This is a public notice flyer to notify interested applicants of anticipated vacancies through the Certain Competitive Service / Modified Direct Hire Authority. Responsibilities You will oversee the contractor operated fuel operations and maintenance activities of the Fuel Division. You will evaluate and advise contracting activities and DoD officials regarding contractor efficiency in the management of Government property. You will oversee and review the contractor operated fuel storage practices of the facility in order to ensure adequate storage capability, including pipelines and pumps, for storage of various petroleum products. You will ensure maintenance work required for buildings, roads, pipes, tanks, filters, valves, drains, containment berms, and ground fuels are conducted in accordance with the Performance Work Statement (PWS). You will oversee the contractor operations and maintenance related to fuel and cryogenic systems to include tank systems, piping, filter separators, pumps, water release processing, and pumping facilities for compliance. You will determine the priority of tasks to be performed. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector utilizing an in-depth knowledge of bulk petroleum logistics and management principles, practices and methodologies to analyze, plan and direct the effective and efficient operation of all division assets to meet all fuel customer requirements. Examples of specialized experience include some or all of the following: 1) Ensures maintenance work required for buildings, roads, pipes, tanks, filters, valves, drains, containment berms, and ground fuels are conducted in accordance with prescribed regulations; 2) Ensures all pipelines, pumps, hoses, hot pits, and tanks are maintained in good working order; 3) Oversees the maintenance, sustainment, repair, modernization and environmental (SRM-E) projects of fuel facilities used for the receipt, storage and distribution of fuel; 4) Provide oversight of contractors ensure the contractor performs the requirements and submit monthly reports. Education There is no substitute of education for experience for this series at this grade level. Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. This is an obligated position. The former incumbent has return rights to this position under PL 86-585. Term appointments may be extended up to 8 years at the discretion of management and in accordance with applicable regulations. Additionally, you may be noncompetitively converted to a permanent career-conditional or career appointment under specific conditions.
