This position will be based at one of the following DEED offices: Brainerd, Duluth, Hibbing, Monticello, Marshall, Mankato, Rochester, St. Cloud, St. Paul, Thief River Falls, or Winona. Before hire, the location will be determined based on the incumbent’s preference and work location availability .

This position serves as the financial coordinator and lead accounting officer for teams within the Workforce Development Division, including CareerOneStop (COS), the Office of New Americans (ONA), Workforce Strategies and Innovation (WSI), and CareerForce Division (CFD). You will provide strategic financial guidance, budget monitoring, accounting support, and analytical support to directors and managers, ensuring effective financial management and compliance with state and federal regulations.

Duties:

  • Lead accounting functions such as monitoring and reconciling budgetary expenditures and encumbrances, creating requisitions, and ensuring accuracy in Statewide Integrated Financial Tools (SWIFT).

  • Oversee procurement processes, including ordering operational supplies and client support services, validating purchasing card logs, and coordinating with state vendors.

  • Maintain financial oversight by auditing and tracking asset inventories, updating budget tracking spreadsheets, and ensuring adherence to procurement policies and contract requirements.

  • Provide financial data and supplemental reporting to ensure compliance with federal grant standards.

  • Collaborate with Administrative and Financial Services (AFS) staff and other stakeholders to improve financial processes and operational efficiencies.

  • Support program teams by enhancing financial transparency, optimizing budget management, and implementing innovative financial solutions to improve service delivery and cost efficiency.

This position enables CareerOneStop, the Office of New Americans, Workforce Strategies and Innovation, and CareerForce Division to strengthen work management systems, improve reporting accuracy, and enhance operational efficiency. Your role will help drive financial sustainability, ensure compliance, and support innovative business process improvements that maximize resources and streamline program communication.

This position is telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligible and is occasionally required to be on-site at the office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Please note, the telework policy could change with notice based on business needs.

Minimum Qualifications

Three (3) years of experience in financial coordination, accounting, grant management, or budget administration.

*Associate’s degree in accounting, finance, business administration, public administration, or other closely related field as determined by the agency may substitute six (6) months of experience; bachelor’s degree substitutes for one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience.

Applicants that meet the above minimum qualification will be further evaluated on the following:

  • Knowledge of state and federal financial regulations, including procurement statutes, the Code of Federal Regulations, and state contracting guidelines.

  • Experience using financial and reporting systems such as SWIFT, EIOR (Procure It), or similar tools for budgeting, reconciliation, and compliance.

  • Ability to analyze and interpret financial data, identify trends, and develop solutions for complex accounting systems.

  • Communication skills to draft reports, procedures, and policies, as well as present financial information in a clear and accessible way to diverse audiences.

  • Experience building relationships and collaborating with colleagues, community partners, or other stakeholders to support financial and program goals.

  • Experience working with spreadsheets, database management tools, or other systems to collect, track, and report financial data.

Preferred Qualifications

  • Experience working with state or federal financial systems, such as SWIFT or other enterprise resource planning (ERP) systems, and knowledge of state and federal procurement processes, including experience interpreting and applying relevant policies, regulations, and statutes.

  • Experience analyzing financial data, identifying trends, and providing strategic recommendations to support decision-making.

  • Communication skills, including the ability to explain financial information to diverse stakeholders with varying levels of financial knowledge.

  • Experience managing multiple priorities, adapting to changing requirements, and collaborating with teams to improve financial processes.

  • Ability to use SharePoint to organize and share important information with leadership and team members.

  • Experience participating in workforce programs, social programs, homelessness, the criminal justice system, or other state-funded programs.
