Are you passionate about protecting public health and safeguarding vital water resources? The Minnesota Department of Health (MDH) is looking for dedicated professionals to make a meaningful impact in our communities. The Environmental Health Division is hiring a Program Supervisor to lead the Groundwater Restoration and Protection Strategies (GRAPS) program.

The GRAPS program works across state agencies to coordinate data, staff, and programmatic support, empowering local governments to identify, inventory, and prioritize groundwater issues in their areas. Groundwater is a critical resource for drinking water and other essential needs that support public health and well-being. The GRAPS program focuses on managing water resources to enhance groundwater availability and quality, leveraging hydrologic science, spatial data analysis, computer modeling, and education and outreach. The program also administers grants to assist local governments in implementing effective groundwater protection measures.

This position will oversee activities within the Drinking Water Protection Section, directing state resources to strengthen the capacity of state agencies and local partners in addressing groundwater challenges and ensuring sustainable water resource management.

This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota. Position locations will be determined by the top candidate and will be based out one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Marshall, Bemidji, Fergus Falls.

Minimum Qualifications

Four years of experience working in an environmental health program or water resource program with demonstrated ability to organize, direct and manage these complex programs.

AND

Demonstrated leadership experience such as:

  • Coaching, mentoring, developing and/or staff while building relationships.

  • Experience leading a new initiative that includes integration with numerous partners.

  • Demonstrated planning skills sufficient to plan and organize large projects, prioritize, and make recommendations or decisions on the direction of a project.

Demonstrated leadership equivalencies may include experience as a supervisor, lead worker, team lead, or completion of a State of MN leadership program such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI) or Completion of a similar or equivalent leadership development program through another organization. A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG). This experience must also include: 1+ years of identifying issues, goals, and strategic actions 100+ hours per year time commitment

A Bachelor’s degree in earth sciences, hydrology, geology, environmental sciences, public health, or closely related field may substitute for (1) year of experience; A master’s degree in earth sciences, hydrology, geology, environmental sciences, public health, or closely related field may substitute for (18) months of experience and a Doctorate degree in earth sciences, hydrology, geology, environmental sciences, public health, or closely related field may substitute for (2) years of experience.

Additional minimum qualifications to be assessed during the interview:

  • Working knowledge of local, state, and federal water resource programs, with the ability to supervise and coordinate activities related to water resource projects or programs of moderate size and complexity.

  • Strong leadership skills, including the ability to manage, guide, and communicate with staff and partners at all levels.

  • Written and Oral communication skills sufficient to present plans and data, lead discussions, and communicate sensitive issues to a variety of audiences.

Preferred Qualifications

  • Advanced degree in earth sciences, hydrology, geology, environmental sciences, public health, or closely related field

  • Professional knowledge of principles of hydrology, hydraulics, hydrogeology, geochemistry, and groundwater quality protection.

  • Professional knowledge of the principles and practices of land-use planning, groundwater protection, and land-use controls.

  • Working knowledge of the multiple levels of water and natural resource planning and protection programs at the federal, state, and local levels.

  • Experience working in a local government role responsible for planning, natural resource protection or water utility operations

Ability to lift up to 25 pounds.
