UPMC Senior. Manager Facilities, Engineering. & Maintenance in Pittsburgh, Pennsylvania

UPMC Corporate is hiring a Senior Manager Facilities and Maintenance to join our team! This role will work Monday through Friday during the hours of 8:00 AM to 5:00 PM. The Senior Manager will work onsite at 200 Lothrop Street in Oakland.

The role will support project management efforts while assisting in management of the overall mechanical / electrical/plumbing/fire protection (MEP/FP) operations of the facilities. While proactively engage in the planning, design, and construction of a new project(s) to ensure successful transition to sustainable operations. The Senior Manager will serve as the primary liaison between construction, project management, commissioning, and facilities operations.

This role also assists project management activities including contract negotiations, administration, submittal review, RFI review, project estimates, field observation, change order review, pay application review, scheduling, and close-out. As well as assisting through supervisors, and facility staff, the operations, maintenance, and compliance of all of the mechanical / electrical systems in an efficient and safe manner, within all code and regulatory requirements, including JCAHO guidelines and with regard for patient care, and research integrity.

Responsibilities:

  • Serve as a role model of service excellence for the institutions by providing quality services that are responsive to client needs, proactive in scope and accessible in nature.

  • Develop understanding of the operations of the chiller plants on the Oakland campus, including MUH, Scaife Hall, Falk Clinic and the BST.? Develop understanding of systems operational performance standards.

  • Track operations and assess operations on a regular basis to maintain and improve them.

  • Maintain a measurable level of competency as required by governing codes and regulations.

  • Attend to departmental and union labor issues and grievances in an organized and professional manor, with regard for the wellbeing of the employees and the institution.

  • Act as a liaison with other UPMC Departmental operations with the aspects concerning Engineering and Maintenance.

  • Assist with development and maintaining of facilities budgets for all Engineering and Maintenance UPMC and University of Pittsburgh accounts.

  • Work closely with fiscal services, budget and financial planning to maintain a leveling and tracking of budget implementation, and long-range planning of future expenditures.

  • Assist with development of long-range, and five-year plan for mechanical systems and hospital operations support equipment and systems that assures patient, employee and visitors' safety, while maintaining efficiency in their operations.

  • Ensure safety in the implementation of these services without negative impact to patient services.

  • Research integrity and employee and visitor involvement.

  • Manage the use of consultants for various needs and services in the facilities, including engineering, health and safety issues, environmental compliance issues, chemical treatment programs, Radiation Safety, Infection Control, AAALAC, etc.

  • Analyze and verify the needs and cost/benefit of findings and recommendations and formulate an organized implementation of necessary changes when warranted.

  • Interface facility operations and planning with Physicians and Clinical Staff, Security, Central Services, Transport Services, CLSI, ESS, etc., to ensure patient safety, clinical needs and system efficiency is maintained and operational needs are met.

  • Develop understanding for the maintenance, operation and expansion of various specialized systems.? Ensure all department policies and procedures, safety, training, information systems, working standards, etc., including ICRA procedures are observed to ensure optimum efficiency.? Collaborate with the Project Manager, Construction Coordinator, outside vendors, subcontractors, design professionals and maintenance staff to deliver comprehensive satisfaction to the end user of all assigned projects. Conduct on-site inspections to ensure project remains on schedule and abides by the specifications.

  • Review and assist in preparation of, when necessary, the contract documents for each project before estimating, including provisions of general or special conditions. Review the construction documents for completeness, accuracy, constructability and value-engineering ideas. Compile an accurate estimate of assigned projects, including cost of materials, labor, equipment, subcontractor work, etc.; bidding or negotiating costs of subcontractors or materials to obtain the best price. Monitor the work performed by outside subcontractors to ensure that the work is completed properly, on schedule and meets required standards. Manage project close-out, record drawings with all approved changes and expedite completion of the punch list.

  • Develop and monitor project budgets, including the compilation of cost estimates and implementation of a project management plan. Collaborate with the Construction Coordinator and Project Manager/Project Director on all matters regarding project budgets, including the estimate or review and submission of timely change proposals, collaborating on a regular basis to review the job cost report.

  • Establishes and maintains written project timelines, communicating them as required. Arrange for necessary regulatory inspections consistent with the project schedule. Collaborate with the Project Manager on any issues within the project that impact the established completion schedule.

  • Represent the Department at project related meetings, including pre-construction and attend technical meetings for the purpose of reviewing job progress or issues at the job site. Communicate with Infection Control, Environmental Health and Safety, Security, Owner, Architects and other various support departments to provide efficient interaction and necessary notifications. Investigate and respond to customer complaints in a timely manner.

  • Ensure all projects are tracked via the TMS Work Order System and properly coded for labor reimbursement, as needed.

  • Participate and provide direction in design meetings and BIM coordination.

  • Conduct on-site observations to ensure installation meets the design intent. Prepares reports, conducts meetings, and works to resolve issues in the field.

  • Bring questions or concerns to the project team with recommendations for resolution.

  • Bachelor's Degree in Architecture, Engineering or a related field is required, or equivalent military experience.

  • Five years minimum experience in facilities planning or a related field is required.

  • Strong project management skills are required.

  • Two years of supervisory or leadership experience is required.

  • Experience in a management capacity of the maintenance and operating aspects of medical facilities and research institutions.

  • Competent in computer applications such as data management, spreadsheet and word processing. Strong written, verbal and organizational skills in technical and procedural methods.

  • Ability to orchestrate operations and procedures involving multiple trade and craftsmen required.

  • Experience in the operations aspects of construction management.

  • Effective use and implementation of CQI methods to improve and develop efficiencies and improvements in operations.

  • Knowledge of governing codes and regulations for healthcare facilities and research institutions preferred.

  • Knowledge of hospital construction and healthcare equipment preferred.

  • Candidate with facilities management aspirations is required.

Licensure, Certifications, and Clearances:

  • Must possess appropriate license or registration to meet code requirements, as needed.
