U.S. Army Corps of Engineers Lead Survey Technician (Hydrographic) in Pittsburgh, Pennsylvania

Summary About the Position: As Team Lead, will be assisting in managing the District's hydrographic survey program to include but not limited to determining project scopes, developing budgets and cost estimates, maintaining field schedules, managing field crews, and reviewing final products prior to delivery to customers. Will be performing and mentoring others in the collection and processing of single beam, multibeam, side-scan, and other precision survey data on large rivers and reservoirs. Responsibilities Share responsibility with the Section Chief for the accomplishment of all hydrographic surveys and a limited amount of land surveying in support of the navigation program within the district. Manage office and field tasks for hydrographic survey projects to include project budgeting and scheduling, monitoring of field survey progress, and tracking of deliverables to customers by established project deadlines. Receive and analyze work order requests to determine project scopes, types of surveys required, priorities, and deadlines. Manage resources allocated to the section which includes planning for adequate and effective use of personnel and equipment, along with the use of architect engineer contractors. Coordinate with project engineers and managers to determine the best application of survey principles and procedures for data collection and presentation. Provide technical advice, support, and direction to hydrographic survey field crews. Responsible for evaluating, compiling, and disseminating to local mariners, including river pilots, NOAA, and U.S. Coast Guard officials, project information related to safe navigation of district projects. Ensure compliance with national level policies, standards, and regulations regarding survey data collection. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: 1) collecting and processing single beam, multibeam, side-scan, and other high precision survey data on large rivers; 2) coordinating with project engineers and managers to determine the best application of survey principles and procedures for data collection and presentation; 3) utilizing software such as or similar to HYPACK/HYSWEEP Hydrographic Surveying Software, Geographic Information System (GIS), Applanix POS MV Differential Global Positioning System, LiDAR, and other software technology; and 4) assisting in managing a hydrographic survey program to include but not limited to determining project scopes, developing budgets, maintaining field schedules, managing field crews, and reviewing final products prior to delivery to customers. This experience is equivalent to the GS 11 grade in the Federal Service. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone. No substitution of education for experience is permitted.
