POSITION SUMMARY

Under the direction of the Director of Public Safety & Emergency Management Coordinator for the City of Pittsburgh, oversees and coordinates daily activities of the City emergency management program to maintain, promote and enhance daily operations. Participates as a member of the Regional Task Force (RTF) to facilitate the availability of emergency services in the event of an emergency, disaster, or critical incident that overwhelms city response assets.

  • Must complete and pass an approved Emergency Vehicle Operator's Class within one (1) year of date of hire.

  • Must obtain EMA "Professional Level" Certification from the Pennsylvania Emergency Management Agency within four (4) years of date of hire.

NOTE: The City of Pittsburgh, as a matter of policy, conducts pre-employment and promotional background investigations on all candidates being considered for positions. Qualifying Requirements:

Your City of Pittsburgh application will be reviewed, and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

  • WORK EXPERIENCE: The application must clearly show seven (7) years of progressive experience in Emergency Management or another Public Safety Discipline, three (3) of these years must have been in a supervisor capacity. (Less than full-time experience will be calculated on a pro-rated basis).

  • EDUCATION: The application must clearly show a Bachelor's Degree in Public Administration, Emergency Management, Fire Safety, Law Enforcement, Emergency Response, or a related field. A Master's Degree is preferred. The applicant must also possess PEMA (Pennsylvania Emergency Management Agency) professional certification or equivalent. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

  • EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is eleven (11) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

CIVIL SERVICE EXAMINATIONS

POSITION DUTIES

  • Directs the daily operations of the emergency management program, and ensures city is able to prepare, protect, prevent, respond, recover and mitigate natural, technological and human initiated emergency incidents/disasters.

  • Assures city’s compliance to the National Incident Management System (NIMS) as mandated by city ordinance and the Department of Homeland Security (DHS).

  • Interacts with government officials, public and private organizations, schools, day care centers, human and emergency service organizations, utilities, and the general public to coordinate activities of the emergency management program.

  • Responsible for alerting and warning functions for the City of Pittsburgh residents, employees and responders.

  • Coordinates the delivery of emergency services between the general public and human service agencies, public safety agencies and federal, state and local emergency management agencies.

  • Engages in research, validates information and assists the development of plans, policies, procedures, checklists and guidelines governing the operation of emergency management program.

  • Maintains various city plans to include the Emergency Operations Plan (EOP), Continuity of Government (COG), City Hazard Vulnerability, Needs and Capability Analysis Plan, Allegheny County Hazard Mitigation Plan, and any other plans as required by the DHS, Federal Emergency Management Agency (FEMA), or the Pennsylvania Emergency Management Agency (PEMA).

  • Manages the C ity of Pittsburgh Community Emergency Response Team (CERT) and Community Animal Response Team (CART).

  • Coordinates effective public awareness programs to increase awareness of local and RTF emergency services through the distribution of written material, interaction with the media or through public announcements.

  • Responds on 24/7/365 basis to provide technical, logistical, and/or physical assistance at emergency incidents that is requested /required/needed by the incident commander or as necessary to support emergency management agency activities/responsibilities/duties.

  • Supports and helps plan special events or other mass-gathering events in the city.

  • Maintains and assists in development of all other emergency operation plans, including but not limited to: dams, schools, nursing homes, day care centers, health care facilities, hospitals.

  • Responsible for damage assessment and any federal Individual Assistance and Public Assistance programs that may result from a critical incident or disaster.

  • Supports, performs, and supervises city response activities from the Emergency Operations Center, Mobile Command Center and/or other locations including the emergency incident/special event site as needed.
