POSITION SUMMARY

Plans, manages, directs and coordinates administrative and fire ground activities in assigned Battalion District, Training Academy, or Fire Administration to ensure fire suppression, training, hazardous material mitigation, protection, prevention and rescue services.

REQUIREMENTS

General Application Requirements:

You must submit or show proof of all of the following at the time of filing your application (unless otherwise indicated below) or your application will be disqualified. Disqualifications based on any of these General Application Requirements are not subject to a Civil Service appeal.

  • Applicants must be presently employed by the City of Pittsburgh and remain continuously employed until time of appointment.

  • Applicants must currently hold the permanent rank of Fire Captain in the Pittsburgh Bureau of Fire as of September 20, 2024.

  • Applicants must submit a complete application including education, work experience, a resume (if applicable) and completed supplemental questions.

  • A current, valid Class A, B or C Pennsylvania Motor Vehicle Operator's License is required at the time of filing application, a current, valid license must be maintained throughout employment.

  • PA EMT Basic Certification must be obtained within six (6) months of appointment and must be maintained throughout employment.

NOTE: The City of Pittsburgh, as a matter of policy, conducts pre-employment and promotional background investigations on all candidates being considered for positions. CIVIL SERVICE EXAMINATIONS

  • Written: Based on the knowledge/abilities listed in the position description section of this announcement. The tentative exam date is October 24, 2024. The written examination will consist of both open book and closed book multiple choice questions based on the duties and responsibilities of the position as covered in the separate Battalion Chief Written Examination Source List found in the Candidate Preparation Guide.

  • Review Period: Candidates will be advised of the time and place for review of the written examination.

  • Orientation: IOS will conduct a comprehensive candidate orientation session in regard to the assessment center. The virtual orientation date has not yet been determined. Information will be provided at a later date.

  • Assessment Center: For those meeting the minimum qualifications and passing the written examination, an Assessment Center will be held approximately four weeks after the written examination. The assessment center is tentatively scheduled for the week of November 18, 2024. You will receive additional information regarding the assessment center at a later date.

  • A review process will also occur for the assessment center.

  • Cut-Scores or Pass Points: Both the written examination and the assessment center will have a cut-score. Those not meeting the written examination cut score will not be considered further. Those not attending the assessment, or not meeting the pass point, will not be placed on the eligibility list. The assessment center cut score is typically based on the rating scale utilized. For example, if a rating of "7" on the assessment rating scale equals an evaluation of "acceptable", a cut score could be set at 6.5 (or the equivalent of a score of 65.0000) to indicate that the totality of the ratings are "acceptable." In some instances, when assessment score standardization is necessary, a scale-based cut score is not feasible as the original scale is lost after standard scores are created. In such cases, a z-score is typically utilized as the cut point (e.g., one-standard deviation below the mean or lower).

  • Weights of the Components: Each exam component ( written examination and assessment center) shall be weighted 50% of the final composite testing score. Please note that IOS will evaluate the psychometric properties of the measures and make a determination as to whether the measures should be standardized before combining into a composite score.

  • Service Credit: Candidates passing all components of the promotional process (written examination and the assessment center) will have added to their score an additional ½ point for each full year of service in the Bureau of Fire, to a maximum of 10 points. Service credit is only given for completion of full years of service as of the examination date.

  • Eligibility List: All those with a passing score will be ranked on the Eligibility List in the order of the final grade achieved on the examination, including service credit. Ties will be broken by lottery. The Civil Service Commission will certify as eligible for promotion only those candidates on the Eligibility List who have served at least two years as a Fire Captain by the date of certification.

  • Medical: None required.

POSITION DUTIES

  • Plans, manages, directs and coordinates the activities of an assigned Battalion District, Training Academy, or Fire Administration location.

  • Supervises assigned personnel.

  • Evaluates assigned staff performance.

  • Recommends and implements approved disciplinary and/or corrective action.

  • Develops lesson plans and provides written and performance plans.

  • Provides training and/or technical assistance and equipment evaluation.

  • Provides hazardous material training and instruction for Fire Bureau personnel.

  • Coordinates and processes all hazardous materials documentation from the public and private business.

  • Coordinates response to hazardous materials incidents.

  • Makes on-site inspection of Tier II stored hazardous material chemicals.

  • Schedules Hazardous Material Response Team inspection and required drills of Tier II sites.

  • Approves required permits of hazardous material storage sites.

  • Responds to emergency calls as dispatched.

  • Relieves subordinate officers of command on arrival.

  • Evaluates conditions of the incident scene.

  • Directs and manages battalion's response to emergency calls.

  • Oversees and approves mandated emergency plans for private sector businesses.

  • Serves as support or as incident commander or as safety officer for emergencies in other battalions when assigned.

  • Oversees the distribution of apparatus to provide adequate coverage or protection in the event of multiple alarms or in the absence of the Deputy Chief.

  • Plans, directs and manages the maintenance of all property, apparatus and equipment in assigned battalion.

  • Reviews and compiles reports on equipment, personnel, etc.

  • Schedules all company activities in district.

  • Schedules and directs in service training, drills, inspections and/or bureau-wide training needs, and other assigned activities (e.g., personnel evaluations, etc.).

  • Assists in coordinating and implementing approved special programs (e.g., Hazardous Materials, Smoke Detector, First Responder, including Basic Life Support, etc.).

  • Patrols battalion to identify problem areas and potential fire hazards.

  • Requests and directs implementation of approved corrective action.

  • Performs and schedules inspections (e.g., Pre-Fire Planning Inspection Program, Company Inspection Program, etc.).

  • Identifies target hazards, directs pre plans, and submits recommendations for implementation of improvements.

  • Manages the SARA database file at both the Fire Administration office and the Emergency Operations Center (EOC).

  • Ensures compliance with City, departmental and Bureau rules, regulations, policies and procedures.

  • Assists in investigations and compiles and submits required reports on causes of fires.

  • Compiles, reviews and analyzes data and prepares reports through manual and multiple computer systems.

  • Ensures correct payrolls, reviews administrative matters and submits recommendations as requested or required.

  • Works shifts, weekends and holidays.

  • Prepares and submits budget recommendations for equipment, supplies, etc. for battalion in accordance with departmental and Bureau guidelines.

  • Participates in public relations meetings and activities.

  • Assumes duties and responsibilities of Deputy Chief in Deputy Chief's absence as assigned.

  • Drives class 3 vehicle in emergency situations.

  • Performs first responder duties as required.

  • Plans, develops, directs, coordinates, organizes and controls the materials, equipment and personnel under jurisdiction toward the effective, efficient and economical attainment of program goals, including maximum convenience to the public and safety of employees.

  • Manages area of responsibility in strict accordance with applicable laws, regulations and established policy including union agreements to ensure fair and standardized treatment of employees.

  • Performs activities and functions of related lower level personnel and other related tasks and duties that are assigned or required.
