Overview
Rutgers University Behavioral Health Care (UBHC), established in 1971, offers a full continuum of evidence based behavioral health and addiction services for children, adolescents, adults, and seniors throughout New Jersey. UBHC's 1,060 experienced behavioral health professionals and support staff are dedicated to treatment, prevention, and education. UBHC, one of the largest providers of behavioral health care in the country, has a budget of $260 million and has 15 sites throughout New Jersey. Services are readily accessible and include: inpatient, outpatient, partial hospitalization, screening, crisis stabilization, family/caregiver support, community outreach and case management, supportive housing, supported employment, prevention and consultation, employee assistance programs, and a licensed therapeutic school from preschool through high school. Specialty services include the New Jersey suicide prevention helpline and peer help lines for police, veterans, active military, teachers, mothers of special needs children and child protective service workers. In FY2016, UBHC treated 16,199 consumers, had 24,502 admissions, and touched the lives of 19,441 individual callers through peer support. In addition, UBHC is the primary mental health training resource for the New Jersey departments of Human Services, Children and Families, and Corrections, delivering 16,000 trainings each year.
Posting Summary
Rutgers, The State University of New Jersey is seeking a Supervising Program Assistant I - Brandt Center for Ambulatory Services within Rutgers University Behavioral Health Care.The primary purpose of the Supervising Program Assistant I is to manage office support operations and activities. This position provides administrative, supervisory, and support services as required.Among the key duties of this position are the following:
  • Recommends the hiring, firing, promoting, demoting, merit increases, transfers and/or the discipline of employees with a direct reporting relationship.
  • Responsible for staff performance evaluations. At minimum, on a bi-annual basis, meets individually with assigned staff to review performance goals, and compliance with mandatory continuing education requirements.
  • Ensures that support staff have the necessary computer skills to fulfill the requirements of their position.
  • Delegates program functions to support staff.
  • Assists Director with annual budget preparation and ongoing budget/contract monitoring
  • Processes all bills for authorized services; maintains and monitors total amounts disbursed; and forwards bills to Rutgers Accounts Payable.
  • Creates requisitions in a timely manner so as to avoid procurement violations and monitors spending on purchase orders assuring the total amount is not exceeded.
  • Assists the Director and supervisors as needed in maintaining, updating, and processing Human Resources paperwork.
  • Processes all bills for authorized services; maintains and monitors total amounts disbursed; and forwards bills to Rutgers Accounts Payable.

Qualifications

Minimum Education and Experience
  • Bachelor's Degree in Business or a related discipline, plus two (2) years of related experience in a business office, government agency or university setting.
  • Equivalent education, experience and/or training may be substituted for the degree.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Supervisory, fiscal management, and organizational skills are required.
  • Must be proficient in Microsoft Office.
Preferred Qualifications
  • Knowledge of PeopleSoft and procurement policies/procedures.
