This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service. Responsibilities Installs new and existing high-pressure pipe systems and equipment. Studies blueprints and lays out the piping systems and equipment. Prepares assemblies for installation. Responsible for the installation and maintenance of munitions manufacturing piping systems. Maintains equipment and systems involving power boilers. Operates backhoes and trac-hoes load materials. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Pipefitter (Engineering Equipment Operator) without more than normal supervision. The ability to perform common duties which include 1. Pipe fitting installation and repair services for manufacturing facilities; 2.Testing systems and equipment to ensure proper operations; 3. Analyzing defects in piping and power boiler systems equipment to corrects deficiencies; 4. Performing preventative and scheduled maintenance on plant systems and equipment; and 5. Operating backhoes and track hoes. Work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort: The pipefitter makes repairs and installations from ladders, scaffolding, and platforms, and where the systems and equipment worked on are in hard-to-reach places. The position requires them to stand, stoop, bend, kneel, climb and work in tiring and uncomfortable positions. The pipefitter frequently handles, lifts, carries, and set up parts and equipment that weigh up to 50 pounds. Occasionally, they may lift and carry items that weight over 50 pounds and will be required to wear protective equipment, e.g., respirators, safety glasses, etc. Working Conditions: The work is done inside and outside, is it usually dirty, dusty, and greasy and may include inclement weather and extreme temperature. The pipefitter is sometimes required to installations and repairs in areas where bad smelling fumes are present. There is frequent exposure to the possibility of uncomfortable heat conditions. The pipefitter is frequently exposed to the possibility of strains, cuts, scrapes, bruises, burns, and infections. They are occasionally exposed to the possibility of broken bones. When working in munitions manufacturing areas, employee is subjected to the possibility of hazards from toxic chemical and explosives items. Education Additional Information About the Position: This position is with the Joint Munitions Command located at Pine Bluff Arsenal. This position serves as a Pipefitter (Engineering Equipment Operator) providing arsenal-wide pipefitting install and repair services. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required.
