POSITION PURPOSE:

The Senior Quality Assurance Specialist on own initiative utilizes established quality assurance operating procedures and accepted methods and practices to plan and carry out assignments without direct technical assistance from the Quality Assurance Manager as follows: oversight activities; operating experience/lessons learned processes; nonconformance, incident, occurrence, and enforcement (NTS) reporting processes; safety and health support; and other tasks as assigned.

The Senior Quality Assurance Specialist reports directly to and is fully accountable to the Quality Assurance Manager. Supervision is accomplished through reports and discussions between the Senior Quality Assurance Specialist and the manager, covering actions taken or recommended and assignments completed. Completed assignments are generally evaluated for conformance to established policies and quality assurance program requirements, timeliness of activities, and soundness of technical decisions. Specific work products may be reviewed through checks of reports and other products.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Coordinates the oversight activities processes. Responsible for executing the following tasks: develop and issue annual integrated oversight plan, perform Quality management and independent assessments in accomplishment of plan, and maintenance of associated performance documents.

  • Coordinates the Operating Experience (OE)/Lessons Learned processes. Responsible for executing the following tasks: Elevate to management for resolution of unresolved and emergent OE issues and OE trends that need management attention associated with OE and lessons learned actions or decision; collect and report to management information on program effectiveness; coordinate and provide oversight of the OE program and facilitate the identification, documenting, sharing and use of internal and external OE information. Forward OE and requests for feedback to Senior Managers as appropriate. Maintain records and oversight of the program and be the NWD point-of-contact for the DOE Corporate OEP.

  • Coordinates the nonconformance, incident, occurrence, and enforcement (Noncompliance Tracking System (NTS) reporting processes and databases. Takes lead with completion, tracking, and distribution of associated reports. Ensures corrective action plans are developed as appropriate, entered into CTS, and tracked to completion. Maintain records and oversight of the processes.

  • Supports safety and health in implementation of the Integrated Safety Management System (ISMS) and Voluntary Protection Program to the extent achievable, generally given a lower priority than other assignments, with the understanding and approval of the Quality Manager.

  • Demonstrates a personal commitment to quality and safety and health. Provides leadership and direction to team members. Mentors other personnel on quality and safety requirements and methods of accomplishment.

  • Maintains a safe working environment. Demonstrates awareness and implementation of applicable environmental, safety, and health (ES&H) requirements while also alerting co-workers of such requirements as needed.

  • Demonstrates the ability to get along with co-workers, customers, and clients.

  • Performs other duties as assigned.

  • Report all injuries.

  • Participate in work planning so that hazards are identified and appropriate corrective actions are taken.

MINIMUM QUALIFICATIONS:

Education and Experience:

  • A Bachelor's Degree in business or technology (or equivalent education and work experience may be considered).

  • At least eight years of experience in the QA/QC field.

Skills and Abilities:

Language Skills:

  • Ability to read and interpret documents such as operating and maintenance instruction and procedure manuals.

  • Ability to speak effectively before groups of customers or employees.

Communication Skills:

  • Strong customer service and word processing skills.

  • Ability to communicate effectively both orally and written, and collaborate with peers, management, other department personnel, vendors, other contractors, client, and customers at all organizational levels to successfully meet shifting needs.

  • Ability to question the status quo and be comfortable with being challenged.

  • Ability to write routine and non-routine reports and correspondence.

Reasoning Ability:

  • Works on complex problems where analysis of situations or data requires an in-depth evaluation of various factors.

  • Exercises judgment within broadly defined practices and policies in selecting methods, techniques, and evaluation criteria for obtaining results.

  • Demonstrates the ability to identify strategies needed to fix problems, collect and analyze data, establish facts and draw valid conclusions, and make and document sound decisions.

  • Ability to interpret a variety of instructions and other documents, and deal with abstract and concrete variables. Ability to identify, document and provide corrective recommendations for root cause issues.

Other Skills/Abilities:

  • Detail oriented and strong organizational skills.

  • Experience in balancing requirements of and prioritizing activities associated with the successful execution of multiple projects, including ability to consistently meet multiple critical deadlines to meet client and other requirements.

  • Ability to adapt and respond effectively to new or changing conditions. Ability to make mathematical calculations with reasonable speed and accuracy.

  • Ability to operate office copier, fax, calculation, telephone and computer are required.

Special Requirements:

  • Must be able to obtain and maintain a DOE ā€œLā€ clearance.

PHYSICAL DEMANDS:

  • While performing the duties of this job, the employee is regularly required to talk or hear. The employee is required to sit for part of the day. The employee is frequently required to stand, walk, reach with hands and arms, climb or balance, stoop, kneel, crouch or crawl, and drive.

  • The employee may frequently lift and/or move up to 10 pounds.

  • Specific vision abilities required by this job include close vision, depth perception and the ability to adjust focus. Manual dexterity abilities required performing calculations using computer or calculator.

  • Must be capable of wearing standard personal protective equipment (hard hat, gloves, coveralls, safety glasses, hearing protection, and safety shoes) as needed.

  • Works in typical office environment. The noise level in the work environment is usually quiet.
