Army Installation Management Command NAF Support Manager NF-04 in Picatinny Arsenal, New Jersey

Summary This position is located and assigned to provide oversight of NAF Support Services for Picatinny Arsenal with collateral duties for the Family and MWR program at Watervliet Arsenal. Responsibilities Through subordinate activity managers, is responsible for the overall management and direction of the Directorate, Morale Welfare and Recreation (DMWR) Support Division at a small/medium garrison. Provides policies and guidance to ensure attainment of the established objectives of the division. Directs and develops finance and accounting operations through various services to include receipt of, distribution of, and accounting for NAF. Reviews and evaluates progress of program plans to determine whether overall objectives are being accomplished economically with reference to budget and manpower. Performs other duties as assigned. Requirements Conditions of Employment Qualifications QUALIFICATION REQUIREMENTS: Work Experience directing one or more DMWR Support Management programs for a garrison, or similar civilian community, for at least one year. Highly Preferred Criteria: Possess minimum (1) year of professional experience as a NAF Support Manager, Financial Manager, or Financial Management Specialist for Army NAF. Possess minimum (1) year of professional experience planning, executing, and reviewing Army NAF budgets. Possess minimum (3) year of operational experience using Army NAF DFMWR financial management and record keeping systems to include Rec Trac, SMIRF, and FMBS. Possess minimum (1) year experience of operational oversight of cash handling procedures, internal controls, NAF government purchase card program, and NAF major and minor construction contracts. * NOTE: Applicants that meet the minimum qualifications and highly preferred criteria will be referred to the selecting official first. PCS Costs Payment Permanent Change of Station (PCS) costs MAY BE authorized, based on a determination that a PCS move is in the Government's interest. Pay-Band (NF or CY) Allowances and Differentials This is a pay-banded position. Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Night differential may be authorized by the Garrison Commander. Non-Foreign Overseas Allowances Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
