We are looking for a passionate, high-energy Procurement Subregional Manager to help build the network that powers the world’s largest online services. 

  

Within CO+I, the strategic Supply Chain team is responsible for establishing a supply chain that can meet the ever-growing growth of the Microsoft Cloud and our customers. We support a portfolio of complex, multi-disciplinary, multi-billion, multi-year datacenter construction and operations of those assets. We are looking to fill the critical role of Procurement Director for the Americas region.

  • This role is located either in one or all hub locations - Atlanta, GA, Redmond, WA, San Antonio, TX or Phoenix, AZ. 

  • Relocation support will be provided, and successful candidates must ​relocate or reside within 50 miles of the hub office location. 

  • This role is eligible for hybrid or remote work, up to 25% with travel requirements.

Responsibilities

The Procurement Subregional Manager is responsible for leading a team and partnering with the broader Global Supply Chain teams including Planning & Analytics, Supplier Quality and overall Site Projects team to meet the on-time delivery for a large, complex capital project.  This role will:

  • partner with workgroups to drive strategy development and compliance through supplier selection, supplier selection and award, and contract management.  

  • Manages the development and execution of multi-year sourcing strategies.

  • Leads the integration of business specifications and sourcing strategies into supplier management processes for several complex purchasing areas within their region.

  • Leads cross-functional contract activities for multipe purchasing categories.

  • Drives business impact by applying subject matter expertise in procurement processes and policies, and market intelligence to develop, and influence channel strategies cross-functionally and/or cross-regionally that reduce costs, mitigate risks, and enable scalable execution with consistency, accuracy, quality, and timeliness of delivery.

  • Partners with stakeholders to identify business threats.

  • Provides strategic oversight for improving existing, or establishing new, Service Level Agreements (SLAs) and/or defined milestones and deliverables, holds accountability and ownership of SLAs, and ensures compliance is cascaded down to the business.

  • Provides high-level negotiations and sets standards.

  • Provides guidance on contract execution and control processes for consistency across one or more purchasing categories.

  • Oversees pricing strategies for several complex purchasing categories, and develops a business group for optimal cross-functional stakeholder support and business assurance.

  • Executes strategies between teams and leadership to determine business requirements.

  • Directs supplier activity across multiple accounts and complex purchasing categories.

  • In addition, this role has people management responsibilities including driving employee growth and development, executing projects, and managing performance.

*Procurement *

  • Leads a team who create, align, and maintainlong lead equipment project and field executionstrategies to continuously re-evaluate and improve Microsoft procurement of Long-Lead Equipment.

  • Drives strategic initiatives and helps facilitate forappropriate project rhythm of business (ROB) process.

  • Supports and develops standards for change order negotiation strategies.

  • Assists with data and feedback for supplier performance management. Ensures alignment to Microsoft business goals, throughout.  

  • Understands industry contracting norms and Microsoft contracting requirements.

  • Proactively segments suppliers for their region and projects, utilizes engagement programs and analytics to improve performance and achieve business goals.  

    *Change Order Management:   *

  • Monitor and mitigate the impact of change orders to the projects, and partners cross-functionally to resolve/escalate accordingly.   

  • Act as the commercial Subject Matter Expert and prescribe the appropriate entitlement and justification for change orders related to long lead equipment.

  • Negotiate Claims with the detailed understanding of the contractual conditions and partner with regional claims to settle or escalate.   

  • Tracks change orders for overtime, schedule compression and acceleration as needed

Supplier Engagement & Performance:   

  • Lead the team and suppliers for on-time delivery performance and reporting for their sub region.

  • Create mechanisms for risk mitigation related to equipment scheduling delays.

  • Oversee supplier performance and interface cross functionally with both internal and external partners to proactively resolve issues.  

  • Manage and lead technical risk management of design including timelines, SLA/KPI’s to ensure site timelines.  

  • Manage, consolidate and oversee all site related escalations related tolong lead equipment.

Qualifications

Required Qualifications:

  • Master's Degree in Engineering, Computer Science, Supply Chain, Data Analytics, Business, Finance or related field AND 7+ years experience in Data Science/Analytics, Finance, Project Management, Supply Chain, and/or Operations

  • OR Bachelor's Degree in Engineering, Computer Science, Supply Chain, Data Analytics, Business, Finance or related field AND 9+ years experience in Data Science/Analytics, Finance, Project Management, Supply Chain, and/or Operations

  • OR equivalent experience.

  • 5+ years of driving sourcing strategy and/or supply chain execution for multiple categories including mechanical and/or electrical.

  • 5+ years of experience as a people leader.

Other Requirements:

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:

  • Microsoft Cloud Background Check : This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Preferred Qualifications :

  • Bachelor’s degree in a technical or financial field (engineering, finance, business administration, supply chain). Masters preferred.

  • Knowledge of data center industry and experience managing a variety of project delivery methods - ability to lead a project team in defining risk and developing the appropriate contracting.

  • High energy and drive to achieve results in midst of ambiguity and matrixed org.

  • Technical ability to write contracts, ability to set up sourcing plans and negotiation strategies and execute them.

  • Effective communicator that can interact with diverse groups across organizational levels.

  • Familiarity with common process improvement methodologies (Lean, Six-Sigma, etc.) and ability to facilitate change management.

  • Ability to implement new processes and get buy in from a cross functional team.

  • Must be able to drive supply chain execution for multiple categories.

  • Able to integrate successfully into large-scale construction projects - large dollar contracts of over $50Million

  • Willingness & ability to travel up to 25%

Sourcing and Category Management M6 - The typical base pay range for this role across the U.S. is USD $129,200 - $273,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $162,000 - $299,400 per year.
