DAI is seeking qualified Chief of Party ( COP ) candidates with a technically strong workforce development background in anticipation of the USAID-funded Cambodia Employ Activity .

This five-year Employ activity is designed to equip Cambodians with job skills tailored to sectors that are driving inclusive and sustainable growth and economic diversification. By working directly with and through local partners such as private businesses, universities, and vocational training institutions, the activity will ready Cambodia’s emerging workforce with the skills and knowledge that will allow them to compete for and thrive in the jobs of tomorrow. Employ will emphasize improving the capabilities of women and youth in science, technology, and innovation, concentrating on areas like the green economy, STEM-related fields, digital technology, and manufacturing, among others.

COP applicants with the following areas of expertise are being sought :

  • Workforce Development (WFD)

  • Skills Development / Upskilling

  • Technical and Vocational Education and Training (TVET)

  • Private Sector Engagement (PSE)

  • Job Training and Placement

  • Digital Transformation

  • Public Private Partnerships (PPP)

  • Improving capabilities of women and youth in science, technology, and innovation, concentrating on areas like green economy, STEM-related fields, digital technology, and manufacturing

Responsibilities :

The COP’s anticipated responsibilities will likely include, but will not be limited to:

  • Serving as primary liaison with USAID,host country governments, counterparts, private sector entities, community stakeholders, and DAI Home Office management on strategic, managerial, and technical implementation matters.

  • Developing productive relationships with local and international partners (vocationaltraining institutions, educational institutions, governments, private sector stakeholders etc.) and guide technical staff towards achieving anticipated project results.

  • Providing overall leadership/staff supervision, administrative management, and technical direction, guaranteeing an integrated vision and successful achievement of activity objectives.

Qualifications :

  • Master’s degree or equivalent from an accredited university in a field related to workforce development (i.e.: education, economics, international development, organizational development, etc.), or related field.

  • Minimum of twelve (12) years of work experience designing, implementing, and managing institutional capacity building, job training, and job placement activities in the context of workforce development initiatives, preferably in Cambodia.

  • At least five (5) years of previous senior level management experience, as COP or Team Leader equivalent, managing large international donor-funded programs in complex environments.

  • Prior USAID-funded project experience and knowledge of US Government and USAID rules, regulations and policies preferred.

  • Strong understanding of key growth sectors in Cambodia such as the green economy, STEM-related fields, digital technology, ICT, or manufacturing.

  • Robust knowledge of the Cambodian economy and its workforce development system, including skills-related drivers for growing a competitive, diversified Cambodian economy.

  • Experience supporting and equipping historically marginalized or vulnerable populations —including youth, women, rural and indigenous communities – with job skills.

  • Proven success fostering positive collaborative relationships with stakeholders ranging from private sector entities, TVET institutions, host-country governments, implementing partners and international donors, to local organizations and community groups.

  • Successful history of building, managing, and mentoring teams of staff, sub-awardees, and consultants in complex environments.

  • Exceptional interpersonal skills and fluent written/spoken English abilities required .
