A Brief Overview As CHOP continues to pursue Digital Transformation, so too do we aspire to transform the way we operate the critical technologies that enable our world class pediatric clinical care and research imperatives.  As Sr. Director of Digital Command Operations, you will play a crucial role in defining the operational strategy of the future, bringing to bear the latest in artificial intelligence, predictive analytics, and automation to improve reliability and limit disruption within CHOP's critical technology ecosystem, while driving efficiencies and reducing human toil.   The leader of Digital Command Operations will establish a best-in-class Technology Operations Center (TOC) to provide an aggregate view over operational health for all critical technology systems across the enterprise.  The TOC will include Command Center capabilities to provide a rapid, coordinated response for incident management, and a methodical approach to post-incident problem review.  Finally, the leader will introduce Site Reliability Engineering (SRE) concepts and skills as an adjunct to existing CHOP engineering capabilities to more efficiently drive root cause resolution, and ultimately influence product strategies to improve overall reliability and performance. The Sr. Director of Digital Command Operations will be a trusted advisor to the Digital Technology Executive Committee (DTEC) on the operational readiness of critical technology systems and the management of key risks.  This role will report to the VP & Chief Technology Officer.

What you will do Lead a team of skilled operators (both colleague and contractor) covering a broad range of technological disciplines including on-premise and cloud infrastructures, server & container based hosting, storage, data protection, disaster recovery, network, database, and workforce platforms. Cultivate a world-class operational workforce through the continuous evaluation of skills and capabilities, and the use of ongoing training to ensure readiness to accommodate an evolving technological landscape.  Partner with Digital Technology Services (DTS) Engineering Leaders to create a rotational program that provides learning and growth experiences to our operational colleagues. Develop strategies for the optimization of the operational workforce that achieve improvements both in experience and outcome.  Explore, and thoughtfully introduce modern technologies inclusive of AI, ML, Analytics & Automation to measurably reduce human toll and thus the cost to operate, while improving key operational OKRs including time-to-restore, and time-to-resolve. Ensure the general availability and health of CHOP technology systems through predictive awareness and proactive remediation of potential concerns, and the coordinated and structured resolution of known incidents.  Develop strong, collaborative relationships with application leaders across CHOP to drive collective operational health. Create operational readiness and expertise in support of a multi-cloud (AWS, Azure & GCP) enterprise with the skills required to provide sufficient L1/L2 triage, incident and problem management capabilities. Establish a foundational set of technology operational OKRs that define key performance targets inclusive of availability, performance, risk, and efficiency.  Develop an approach for the continuous measurement of actual performance against these Objectives & Key Results (OKRs), and pursue necessary improvement strategies to achieve desired outcomes. Establish a Technology Operations Center (TOC) with a near-real time, dashboard view of enterprise systems health across CHOP, with insights derived from all critical, substrate technology areas.  Utilize the TOC to establish standardized alerting and defined response scenarios. Develop a Digital Command Center (DCC) methodology and framework for coordinated incident response, with predefined approaches to triage and escalation, vender engagement, event management, leadership communication, and post event documentation (post mortem). Lead regular disaster recovery and high availability testing for infrastructure systems in support of critical CHOP business applications.  Partner with application teams to establish standardized testing procedures and automations, and then coordinate planned events.  Develop post-event recommendations and partner with Digital Technology Services (DTS) Project Management Office (PMO) to prioritize remediation of critical findings necessary to achieve desired RTO/RPO levels. Partner with DTS InfoSec in a regular cadence of security incident response testing, leveraging both TOC/DCC capabilities and established security protections to demonstrate readiness.  Establish a 24x7 response capability.  Develop detailed post mortem assessments and partner with DTS PMO to prioritize and lead the improvement of areas that ensure CHOP is prepared to maintain critical systems in the event of an attack. Partner with Engineering Leadership across Digital Technology Services (DTS) to develop an effective operational handoff process inclusive of documentation, training, and access management.  Establish an operational acceptance procedure that affirms readiness by operational teams to perform required functions. Lead and continuously improve CHOP's approach to infrastructure patching and refreshment, prioritizing the areas of greatest need and introducing improved processes and modern technologies. Establish a culture of continuous improvement through implementation of Site Reliability Engineering (SRE) concepts and roles, focused on root cause analysis (RCA) and resolution with the intention of solving problems once, informing better engineering designs, and delivering better experiences to clinicians and researchers.Education Qualifications Bachelor's Degree Computer Science, Engineering, Information Systems, or similar field of study. Required Master's Degree MBA Preferred  Experience Qualifications At least ten (10) years Experience in developing and operating enterprise digital technology solutions at scale. Required At least five (5) years Direct experience in a healthcare and/or life sciences vertical.
