Summary of Position: (Brief description of overall responsibilities and function) Acts as an authorized agent of the company with responsibility to commit company resources through complex contracts and agreements (within delegated authority level) for procurement of goods and services. Approves purchase orders within delegated authority. Negotiates long term agreements and recommends supply chain improvements. Interprets and enforces contract terms and conditions. Executes complex tasks and solves problems with minimal supervision. Acts as a mentor and coach for Buyers. Oversees supplier related activity. Develops and maintains relations with suppliers and is familiar with internal processes and supplier processes. Involves interface with the manager on purchase orders over authorized levels, long term contracts, and project assignments. Ability to develop sourcing strategies that manage, monitor and mitigate supplier risk. Builds team relationships with internal stakeholders, to execute timely resolution of issues and constraints as they arise. Provides rapid response to internal customer via shorter turn-around time, reduction of process cycle times and cost savings. Continuously reviews opportunities to improve workflow and desk tasks. Self-motivated and achievement oriented; with ability to work under pressure and meet customer deadlines. Ability to draft presentations and communicate with all levels of personnel.

Reviews all purchase requisitions for completeness and initiates action to obtain requirements. Returns requisitions to users that require additional information or budget approval.

Monitors requisitions to identify commonly purchased items that would be candidates for volume agreements, LTAs or Price Agreements and makes recommendations to the purchasing manager.

Prepares RFQ's and obtains quotations from qualified suppliers. Reviews bids, negotiates more favorable prices and terms, and selects suppliers within authorization limits. Negotiate contractual agreement with minimal supervision.

Provides high levels of customer service to both internal users and Italian headquarters, through communications concerning supplier delivery schedules, quality and service levels. Provides rapid response to internal customer and headquarters needs via shorter turnaround time on purchase orders by reducing process cycle time.

Minimizes purchase order discrepancies through coordination with accounting and receiving departments to resolve invoice discrepancies, shipping errors and hold code problems.

Administers and develops contracts. Manages internal supply related issues related to production and product support.

Regularly performs spend analysis on purchased items to identify cost saving opportunities. Continually analyzes the market to identify and develop suppliers to meet current and future needs.

Proposes innovative ideas for cost/process improvements to supervisors and managers. Continually strives to realize lowest total costs in assigned commodities.

Qualifications for Position: A. Education BA/BS in business, engineering or related area required. May substitute comparable experience for education.
B. Experience Four to seven years of experience in purchasing, supply chain management or closely related field. A minimum of two years in the Aerospace industry preferred. May substitute education for years of experience. Demonstrated success in negotiating and managing contracts. Working knowledge and/or experience in maintaining positive supplier relationships while stressing performance.
C. Competencies & Attributes Strong written and oral communication skills Ability to develop sourcing strategies that manage, monitor and mitigate supplier risk Working knowledge of SAP or comparable ERP system Strong negotiation skills Compliant to company and professional ethical policies and standards Self-motivated and achievement oriented Able to work under pressure and meet customer deadlines Understanding of Cost/ Price/ Value analysis Ability to draft a business case for supervisor review Ability to think creatively and identify changes to current processes Well-organized and flexible to changes in schedules Understanding of economic and market conditions in assigned commodities Intercultural awareness Competency in Microsoft Word, Excel, and PowerPoint. Good understanding of aviation technology and regulations Time management skills Travel 10% to 25%, could include International as well.
D. Licensure/Certification ISM certifications such as CPSM or C.P.M. or APICS certification such as CPIM or CSCP Preferred.
